The Director of Contingent Labor will lead the strategic direction, operational execution, and continuous improvement of Advocate Health’s enterprise-wide contingent workforce program. This role is responsible for designing and managing scalable, compliant, and cost-effective solutions that support clinical and non-clinical talent needs across the organization.
The Director will oversee vendor partnerships, risk mitigation, and program governance. They will collaborate closely with Finance, Legal, and operational leaders to ensure alignment with organizational goals and workforce strategies.
Key responsibilities include driving innovation in contingent labor engagement, optimizing delivery models, ensuring regulatory compliance, and enhancing workforce quality and efficiency. The Director will also lead efforts to expand the program into new areas, support advocacy initiatives, and represent Advocate Health externally as a thought leader in workforce transformation.
This is a remote role with travel required (15--20%).

Major Responsibilities:

  • Strategic Workforce Planning: Collaborates with internal stakeholders to identify staffing gaps, define job specifications, and ensure alignment with Advocate Health’s short- and long-term workforce goals.
  • Vendor & Contract Management: Establishes and manages external staffing agreements in partnership with Legal, including contract negotiation, rate reviews, and compliance oversight.
  • Compliance & Quality Assurance: Ensures adherence to all federal, state, and internal regulatory requirements through ongoing audits and process reviews.
  • Technology & Data Optimization: Oversees the vendor management system (VMS), ensuring meaningful metrics are captured and used to inform decision-making and improve program performance.
  • Business Development & Strategic Alignment: Leads Diversified Care’s strategic planning initiatives in collaboration with system recruitment leadership to support enterprise growth and transformation.
  • Stakeholder Engagement: Maintains strong relationships with patient service market leaders, resolves clinical practice challenges, and serves as a liaison between internal teams and external vendors.
  • MSP Oversight: Manages relationships with Master Service Providers (MSPs), setting clear goals and performance metrics aligned with Advocate Health’s strategic priorities.
  • Team Leadership: Responsible for recruitment, development, and performance management of staff, fostering a culture of accountability, innovation, and continuous improvement.
  • Budget Management: Develops and manages operating and capital budgets, ensuring fiscal responsibility and alignment with organizational objectives.
  • Ethical Leadership: Upholds Advocate Health’s Code of Ethical Conduct and ensures compliance across all supervised teams and activities.


Licensure, Registration, and/or Certification Required:

  • None Required.


Education Required:

  • Bachelor's Degree (or equivalent knowledge) in Human Resources or related field.


Experience Required:

  • Typically requires 7 years of experience in employment that includes experience managing the recruitment of clinicians and various other healthcare and business staff.
  • 3-4 years’ experience leading contingent labor teams within a large, 100,000 plus employee organization.


Knowledge, Skills & Abilities Required:

  • Demonstrated advanced knowledge of state and federal labor laws and regulations that influence human resources/employment and any potential implications.
  • Excellent listening and consulting skills. Demonstrated ability to develop operational partnerships, assess complex hiring issues and needs, and deliver appropriate recruiting solutions across a multiple client portfolio.
  • Demonstrated experience developing and implementing recruitment plans and developing business development strategies.
  • Excellent communication and interpersonal skills, consistently demonstrating a high degree of professionalism.
  • Proficiency in Microsoft Office (Word, Excel, and PowerPoint) or similar products.
