General Description and Classification Standards: 

Advises the Department of Watershed Management Commissioner and provides extensive knowledge and recommendations on Watershed Management issues to the Commissioner and Deputy Commissioners of the Department of Watershed Management. This is a professional position requiring experience in any of the following areas, Water Treatment, Wastewater Treatment, Infrastructure Operations, Customer and Business Services, Watershed Protection or Engineering Services. The Assistant Commissioner implements operating policies and procedures, oversees regulatory compliance, plans and manages budgets, directs operations, develops leadership and technical talent, develops and implements capital projects, and monitors and measures performance of the operations of the Department to ensure efficiency and effectiveness. 

Supervision Received: Position reports to the Watershed Management Commissioner and manages multiple functions, including policy and procedure implementation, compensation, employee relations, and organizational development. 

Essential Duties and Responsibilities:

 These are typical responsibilities for this position and should not be construed as exclusive or all-inclusive. 

• Works directly with the Watershed Management Commissioner and the Watershed Management Deputy Commissioners on day-to-day issues, special projects, and urgent problems to design solutions and implement programs. 

• Assist the Commissioner with providing direction and leadership to manage the City’s water utility infrastructure. 

• Advises and collaborates with the Commissioner in directing and evaluating the performance of organizational divisions, units, programs, and personnel. Assists in planning, organizing, overseeing, authorizing, and coordinating divisional and city-wide projects, assignments, and activities to ensure operational efficiency and strategic alignment

• Work with Deputy Commissioners to prepare budget recommendations, including both capital and maintenance budgets 

• Works with external consultants to provide required information and ensure the efficient operation of the function. 

• Confers with citizens, civic organizations, and others as necessary to provide information or respond to complaints/concerns. 

• May represent the City before other governmental entities, water agencies, water retailers, community groups, employee organizations, and the general public; prepare technical, informational, and administrative reports and present to various stakeholders. 

• Performs other duties as assigned.

Knowledge Skills and Abilities:

The ideal candidate is an experienced professional and a proactive team builder who fosters collaboration and drives innovation in operations, maintenance, and capital project delivery. This role requires a bachelor’s degree in business administration, public administration, public policy, engineering, or a closely related field. Candidates should bring at least eight years of progressively responsible administrative or managerial experience in the public sector or water industry, with a demonstrated ability to oversee multiple utility functions and lead teams toward operational excellence. 

Minimum Qualifications: 

Education and Experience

Bachelor's Degree in Business/Public Administration, Civil Engineering, Political Science, Business Administration, or a related field plus ten (8) years direct work experience in government or management experience in a large public utility providing water, sewer, or planning services. 

Licensures and Certifications 

Preferred Requirements – Experience and certifications in Water and Wastewater related fields and/or Certified Professional Engineer (PE)
