Family First Health is seeking an on-site Payroll/HRIS Specialist to join our Human Resources team in our Downtown York, PA office.

Key Responsibilities

Administer all aspects of biweekly payroll, ensuring accuracy, compliance, and timeliness.

Acts as HRIS subject matter expert with modules and functionality implementation; identifies areas of opportunity for improvement and leads implementation of system changes.

Maintain and verify time records, payroll deductions, taxes, COBRA payments, and benefit accruals.

Process new hires, terminations, and updates in the HRIS (Paycom).

Act as the primary contact for payroll and HRIS inquiries; troubleshoot issues and coordinate with vendor as needed.

Develop, maintain, and enhance payroll policies, procedures, and training resources.

Collaborate with the Fiscal team to support audits, grant reporting, and compliance.

Oversee employee expense approvals, benefit invoice reconciliations, and involuntary deductions.

Conduct payroll trainings for new hires, newly promoted supervisors, and current staff.

Ensure compliance with federal, state, and local payroll-related laws and regulations.

Build and analyze complex reports from HRIS.

Complete periodic compliance tasks such as W2 and 1095 review and ACA reporting.

Monitor and track provider contracts, CE dollars/hours, PTO hours, and any related payroll changes; send required notifications upon contract signing/renewal.
Qualifications

Bachelor’s degree in Human Resources, Accounting, Business Administration, or related field.

1–3 years of payroll experience required; Paycom experience highly preferred.

Strong understanding of payroll regulations, benefits, and deductions (including FMLA, 403(b), garnishments, ACA, etc.).

Advanced proficiency in Excel and Microsoft Office.

Aptitude for learning new processes and systems.

Excellent mathematical, organizational, and communication skills.

High level of integrity and ability to maintain confidentiality.

Demonstrated ability to work independently, prioritize, and meet deadlines.
