Ignite Digital has an exciting opportunity for a Senior Project Controls Analyst to provide headquarters-level Earned Value Management (EVM), cost, schedule, and program controls support to a federal government client. The ideal candidate is a highly experienced project controls professional with a strong background supporting the U.S. Navy, Department of Defense (DoD), or other complex federal programs and demonstrated expertise integrating cost, schedule, performance, and risk information to support program execution and executive-level decision-making.
Scope of Responsibilities
• Serve as a senior EVM and project controls subject matter expert supporting headquarters, program office, and portfolio-level government requirements.
• Provide comprehensive analysis of program cost, schedule, performance, and risk to identify trends, emerging issues, and potential impacts to program objectives.
• Review and analyze contractor IPMDAR, IPMR, IMS, and other program performance data to assess program health and compliance with contractual and DoD requirements.
• Analyze key EVM metrics including BCWS/PV, BCWP/EV, ACWP/AC, CPI, SPI, TCPI, Estimate at Completion (EAC), Estimate to Complete (ETC), and Variance at Completion (VAC).
• Evaluate cost and schedule variances, contractor variance explanations, corrective actions, and recovery plans to determine potential impacts to program execution.
• Develop independent assessments, forecasts, and executive-level recommendations based on cost, schedule, technical performance, and risk data.
• Support Integrated Baseline Reviews (IBRs), baseline establishment, Baseline Change Requests (BCRs), replanning, rebaselining, contract modifications, and program surveillance activities.
• Evaluate Integrated Master Schedules for schedule quality, critical and driving paths, dependencies, milestones, schedule performance, and potential program impacts.
• Maintain working knowledge of applicable FAR, DFARS, DoD EVM policy, acquisition guidance, and program management requirements and advise leadership regarding impacts of policy or reporting changes.
• Coordinate with government Program Managers, financial analysts, cost estimators, schedulers, technical leads, CAMs, contracting personnel, and industry partners to develop a comprehensive understanding of program performance.
• Integrate cost, schedule, technical, and historical performance data to identify and quantify program risks and potential future impacts.
• Conduct quantitative risk and scenario analysis to evaluate best-case, most-likely, and potential worst-case program outcomes.
• Prepare and deliver executive-level EVM, cost, schedule, risk, and program performance briefings to government leadership.
• Provide recommendations based on program performance trends to assist leadership with resource allocation, acquisition, contracting, budgeting, and execution decisions.
• Develop standardized project controls processes, procedures, templates, and reporting methodologies to improve consistency, efficiency, and accuracy across programs.
• Provide EVM and project controls training, mentoring, and technical guidance to government personnel, contractor teams, analysts, and program stakeholders.
• Identify opportunities to automate data collection, reporting, forecasting, and performance analysis to reduce manual effort and improve reporting accuracy.
