Overview:

We are seeking a Senior Conduct of Operations Subject Matter Expert who will primarily focus on bringing best practices in the field to ORNL to motivate immediate improvements in the conduct of operations quality and adequacy for all nuclear facilities at Oak Ridge National Laboratory (ORNL). The Senior Conduct of Operations Subject Matter Expert is the senior operation’s staff member within ORNL’s Nuclear Facility Safety Division (NFSD), responsible for establishing and assessing the Conduct of Operations at all ORNL nuclear facilities and performing the associated management assessments for the program. Nuclear Facilities Safety Division resides in the Environment Safety Health & Quality (ESH&Q) Directorate at ORNL.

 

As part of our team, you will be given the opportunity to grow in leadership while contributing to the team environment to accomplish the tasks needed to support safe and efficient operations of the HFIR reactor and non-reactor nuclear facilities across the ORNL compass. Major Duties/Responsibilities:

  • Report to the NFSD Director.
  • Provide independent technical reviews of changes to Conduct of Operation documents for all nuclear facilities at ORNL, as required by the NFSD Director.
  • Perform direct oversight of Conduct of Operations for Nonreactor Nuclear Facility Division and Reactor Research Division. Communicate observations directly to the director of the applicable division.
  • Provide mentoring to operations staff on execution of Conduct of Operations principles.
  • Serve as Conduct of Operations Subject Matter Expert (SME) at ORNL.
  • Lead the development of strategic and tactical policies that affect the production and maintenance of Conduct of Operation procedures for all ORNL nuclear facilities.
  • Provide technical integration of the requirements within DOE Order 422.1 and its connections with all other functions within NFSD, nuclear safety, criticality safety, and nuclear material control & accountability.
  • Establish technical interface relationships for stakeholders outside NFSD.
  • Assist the NFSD Director in resolving issues related to DOE Order 422.1.
  • Lead the development of training materials for all operators of ORNL nuclear facilities regarding the requirements of DOE Order 422.1.

Basic Qualifications:

  • A BS degree in Nuclear Engineering, Mechanical Engineering, Electrical Engineering, Aeronautical Engineering, Chemical Engineering, Engineering Physics, or a related engineering discipline with at least 12 years of related experience.
  • Understanding of and experience in meeting the requirements of DOE Order 422.1.

 

Preferred Qualifications:

  • Experience managing, leading, and motivating professional staff.
  • Experience as a Nuclear Safety Analyst, working under the requirements of
    10 CFR 830, Subpart B.
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

 

Special Requirements:

  • Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
