We are seeking a talented Associate Engineer to join our team as a pivotal member that would play a key role here at PBF Energy. This role is located at Cerritos, CA.

JOB SUMMARY

The primary focus for this role is to provide support for the PBF Logistics Engineering and Operations groups, assisting them in meeting critical business goals and objectives pertaining to Logistics assets such as pipelines, tanks, pump stations, and marketing/marine terminals.  This position will be responsible for the completion of safe and efficient planning/execution of a variety of related projects within the Integrity Engineering, Regulatory Compliance, and Project Engineering Groups. In addition, a successful candidate will be tasked with developing, executing, and stewarding key initiatives and/or programs that pertain to pipeline integrity and engineering project management, as well as regulatory compliance. The goal of this assignment is to provide the individual with a basic understanding of the various groups within the department.

PRINCIPLE RESPONSIBILITIES

  • Manage capital and expense projects from inception to completion. Projects may include: as in-line inspection, repair digs, facility integrity projects, hydrostatic testing, pipeline replacements, new 3rd party meter connections, tank projects, or equipment maintenance.
  • Act as project manager for field execution of projects listed above. Tasks may include but are not limited to: developing project management deliverables such as basis of design, controls narrative, cost estimate, and schedule (Gantt chart), arranging flow requirements with Operations, performing hydraulic calculations as required, holding project pre-construction meeting, and communicating with internal/external stakeholders.
  • Provide operational support in the field as needed for troubleshooting and resolving operational issues in the field with maintenance, inspection, or construction teams.
  • Develop working knowledge of Integrity Management Plan, ILI standards, facility integrity, corrosion control, GIS system, non-destructive testing methods, welding, engineering design, project management/controls and applicable best practices.
  • Contribute to the successful implementation of the facility integrity program, including scheduling/ facility integrity inspections, and issuing recommendations for repairs and reassessments.
  • Execute pipeline repair plans and recommendations for Preventative & Mitigative measures, based on results of pipeline integrity assessments, PBF Risk Model, and Local Risk Management Team direction. 
  • Participate in Local Risk Management Team meetings, Corrosion Control Committee meetings, and help manage any assigned items on the Integrity Conditions List.
  • Assist with regulatory compliance such as support with audits, documentation, OQ, and other internal programmatic processes.
  • Work with the pipeline engineering team coordinating budgetary planning of projects and assist in annual budget process.
  • Review or assist in compilation of work procedures for field execution.
  • Actively monitor costs relative to approved PO and AFE amount with the help of the engineering administrator; verify invoices in SAP.   Proactively supplement POs and AFEs as necessary to prevent project controls issues and overruns.
  • Create project scoping documents using P&IDs, Google Earth, alignment sheets, ILI data, and other means necessary.
  • Work closely with Right of Way agents to ensure all required documents are provided with permit submission (traffic control plan, excavation diagrams, work plan, safety plan, shoring plan, and biological survey) and attend on site meeting with landowner/rep as needed.
  • Coordination with field inspectors, mechanical contractors, equipment/ material providers, and NDE contractors to request proposals, schedule work, and promote QA/QC and safety.
  • Maintain inventory of materials and order additional supplies as needed. Review specifications and MTRs of material.  

JOB QUALIFICATIONS

Required

  • Bachelor’s degree in a relevant engineering discipline.
  • 3.0 Cumulative GPA or higher for campus hires.
  • Proven track record and experience of planning and executing the full life cycle of a project – specific examples of involvement in projects will be required.
  • Strong leadership, interpersonal, networking, and teamwork skills for data gathering, building consensus in teams for problem solving, developing a client base and working well with people in a diverse, multi-disciplinary team environment at all levels of the organization, as well as external
