PURPOSE OF CONSULTANCY

Under the supervision of the Senior Regional Advisor for Cardiovascular Disease Management and in close coordination with the HEARTS Regional Technical Team, PAHO technical units, and implementing countries, the Consultant will provide specialized technical and project management support to the HEARTS in the Americas initiative, with a primary focus on strengthening programmatic evaluation and accountability instruments. This includes the optimization and standardization of monitoring tools (e.g., HEAT Map, DHIS2 dashboards), the production of programmatic and financial performance analyses, progress reports, and risk assessments to support evidence-based decision-making and ensure donor compliance. The Consultant will also contribute to the alignment of donor priorities with country implementation, support the development of new grant proposals, and facilitate the effective execution and monitoring of voluntary contributions, reinforcing project management practices and advancing the scale-up of HEARTS within the framework of PAHO’s Better Care for Non-Communicable Diseases Initiative.

DESCRIPTION OF DUTIES:

Description of Deliverables:

Consultant will be responsible for delivering the following products & services with input from the respective project manager: Pedro Ordunez

Programmatic Functions:

  • Monitor and report programmatic performance of the HEARTS grant based on the project management framework for voluntary contributions, producing progress reports and risk analysis, and propose corrective measures in coordination with the Regional Team.

  • Conduct financial and programmatic monitoring of assigned budgets, ensuring alignment with approved workplans and donor priorities, and provide technical support to countries to optimize the execution of allocated funds.

  • Assist in the overall planning, preparation, and execution of technical events convened by the program, including regional and subregional workshops, virtual meetings, and in-country field visits.

  • Maintain an updated roster of HEARTS experts, volunteers, and consultants, consolidating profiles and availability, and ensuring alignment with programmatic and technical needs.

  • Contribute to internal administrative requirements related to planning, evaluation, and monitoring of HEARTS implementation, including inputs for audits and internal reviews.

  • Support the development of new grant proposals, ensuring integration of robust programmatic evaluation frameworks, results-based management approaches, and clear accountability mechanisms aligned with donor requirements.

  • Carry out other tasks related to the programmatic management of the HEARTS initiative as requested by the Regional Team.

 

Specialized Technical Functions

  • Contribute to the preparation and consolidation of quarterly implementation reports, semi-annual results reports, and the final grant closure report for the donor, ensuring accuracy, analytical rigor, and alignment with agreed indicators, deliverables, and reporting standards.

  • Support the optimization, standardization, and continuous improvement of programmatic evaluation tools and accountability instruments (e.g., HEAT Map, DHIS2 dashboards, subnational monitoring tools), promoting their effective adoption and institutionalization across regional and national teams.

  • Generate, analyze, and disseminate programmatic performance evaluations (including HEAT Map outputs) on a semi-annual basis, through high-level executive presentations, technical reports, and institutional communication channels, ensuring clarity, and usability for decision-making.

  • Support country teams in the work plan development for the implementation of HEARTS, identifying opportunities for progress in primary health care settings. Analyze the alignment between annual HEARTS priorities agreed with the donor and country-level workplans, identifying gaps and opportunities for adjustment.
