Job Summary:

The Community Liaison Unit Manager is responsible for managing the operating functions of the unit. This position is responsible for ensuring alignment with the agency’s strategic plan. The unit provides support to the three environmental programs in the agency – air quality, water quality and waste management. As such, this position performs extensive coordination with internal and external stakeholders at local, county, state, and federal levels.


This position may be available for remote work within Arizona (2 days per week in the office/hoteling).

Job Duties:

• Champion continuous improvement projects within the unit and recommends and implements program or operational improvements
• Assist in the development of goals and strategies
• Develop policies and procedures related to environmental inspections, enforcement, compliance and/or scientific studies
• Ensure the unit operations meet established time lines and objectives
• Provide guidance and interpretation of federal and state laws/regulations related to complex regulatory situations or inspections
• Manage the most complex or high-profile projects or assignments
• Collaborate with leadership to represent the agency’s interests in communities and counties throughout Arizona
• Supervise staff including assigning work, setting priorities, monitoring and evaluating performance, developing and providing training to staff
• Ensure that all unit work products are technically sound, accurate and meet program goals, State and Federal statutes, rules, regulations and professional ethic
• Review and evaluate technical reports, community involvement relations and outputs, and legal documents such as consent decrees, orders, and access agreements.
• Attend meetings with other supervisory/managerial staff to give and receive information and to participate in discussion, problem resolution and decision-making.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of management techniques, particularly the coordination of personnel and resources through results-driven leadership, task delegation, team-based problem solving, coaching direct reports for professional development
• Knowledge of analytical data collection; data management principles and techniques to assure data integrity; public relations and meeting facilitation
• Knowledge of or the ability to learn department policies and procedures, state and federal environmental compliance and enforcement protocols
• Communication skills, written and verbal, including public speaking, public relations and meeting facilitation
• Ability to effectively interact with a wide range of internal and external customers
• Ability to analyze program needs, establish appropriate program priorities, and implement operating policies and procedures; analyze statutes, regulations and policies
