About the role

ICF’s Digital Modernization division is a rapidly growing, entrepreneurial, technology department, seeking an experienced IT Project Manager to lead and support upcoming needs with our federal customers.

 

Our Digital Modernization division is an information technology and management consulting department that offers integrated, strategic solutions to its public and private-sector clients. ICF has the expertise, agility, and commitment to design, build, and operate high-performance IT engines to support all aspects of our client’s business. This role is either office-based in Reston, hybrid, or remote.

 

The Team:

This ICF Digital Modernization team currently supports a federal client in the Washington, DC Metro Area providing Agile delivery with a high focus on applying technical best practices to enable modernization of legacy applications and accelerate delivery of new requirements leveraging low-code/no-code platforms such as Appian.

 

The Work:

The IT Project Manager will provide expert leadership and guidance on projects, plan and manage development schedules, and communicate timely status/progress to multiple stakeholders in an agile manner. The IT Project Manager will lead a consulting team delivering interactive and creative solutions to clients leveraging low-code/no-code platforms and ensure project goals are accomplished according to specifications and business objectives. The IT Project Manager will be client-facing and will need to demonstrate the soft skills required in order to explain technical concepts/solutions to non-technical audiences.  The IT Project Manager will be required to deliver projects on time and within budget.

 

Qualifications:

  • Must have at least 10+ years of experience with large scale and diverse IT programs with a minimum of 5 years experience  in project management for IT/engineering/software projects

  • Minimum of one active management certification that supports project management expertise (e.g., PMP, PMI ACP, CSM)

  • Bachelor’s degree in Computer Science or related field

  • Must be able to obtain a Public Trust clearance

  • Green Card Holder or US Citizenship is required due to federal contract requirements

  • Experience with project management tools (e.g., Jira, Confluence, Microsoft Project)

  • Experience providing oversight to project management standards and methodologies with specific expertise in Agile delivery

Preferred Qualifications:

  • Graduate degree in Management/Business or related field

  • Two active project management certifications

  • Experience with low-code, no-code platforms such as Appian

 

Professional Experience:

  • The ability to work closely with, and explain technical concept/solutions to on-technical client stakeholders

  • Experience with program standards, leadership, and coordination

  • Solid experience with project budgeting and scheduling

  • Experience with client development, building on existing and introducing new products and/or services

  • Excellent analytical and problem-solving skills

  • Excellent written and verbal communication skills

  • Exceptional interpersonal skills, including teamwork, facilitation, and negotiation

  • Experience facilitating meetings.

  • Experience providing complex cost allocations, chargebacks and reporting, including for cloud consumption, licensing and labor.

  • Experience staffing a team that is scalable to accommodate varying levels of effort over time.
