About the role

Job Summary: 

 

The Sr. Proposal Manager supports the global offer management strategy by developing and delivering persuasive and compliant proposals to the local market.  In collaboration with colleagues across the organization, the Sr. Proposal Manager will manage the creation of proposal documents that articulate who we are, the solutions we offer and the value we provide.

 

Primary Responsibilities:

 

  • Manage the proposal and quote development lifecycle process for strategic and tactical offers (RFP, RFI, RFQ, IFB, BAFO, etc.) and all support deliverables, pre and post submission
  • Support the contract management process in collaboration with internal and external resources in the scope of product/service descriptions, pricing and T&Cs
  • Lead cross-functional teams to produce quality proposals that capitalize on the use of active voice sentence structure to provide compelling writing
  • Support the deal desk team by maintaining global offer document templates in alignment with headquarters
  • Provide input into the global pricing database and support deal approval workflows within global pricing/calculation tools
  • Drive submission requirements and review processes, including arranging team calls, determining schedules, assigning work packages, coordinating content submission from writers, validating pricing, managing stakeholder approval and submitting responses on-time
  • Develop proposal schedule and ensure deadlines are met
  • Support tenders in regions outside the U.S. when required (e. g. for international tenders). Review and track offers by developing and maintaining a comprehensive offer management database of responses.
  • Coordinate with the global offer management team to optimize efficiency and ensure alignment in the use of tools and business approach to offer creation
  • Support in Analyzing, reviewing and proposing changes to any/all processes (both local and global) to optimize efficiency and to streamline approvals, while maintaining discipline for compliance, profitability and governance
  • Oversee final proposal production, including final editing and formatting, as needed, to ensure quality reflects corporate values
  • Support with other departments to provide effective reporting and proposal logging information for business analysis in dedicated cases
  • Maintain a proposal life-cycle routine for understanding wins & losses. The outcome to result in stronger proposals and more wins in the future
  • Other duties as assigned

 

Qualifications:

 

  • Bachelor’s degree in Business, Finance, Accounting, Economics, or related field; MBA or advanced degree is a plus.
  • Minimum 5 years of experience in managing proposal activities and contract management
  • Excellent written and verbal communication skills, particularly in presenting pricing strategies and justifications to leadership or evaluators.
  • Excellent administrative and organizational skills to work effectively in a dynamic, deadline-oriented environment that requires balancing multiple assignments simultaneously on a daily basis
  • Strong business acumen to drive key operational focus, processes and deliverables
  • Ability to work independently with minimal supervision, but participate in a team as required

 

Preferred Qualifications:

 

  • Financial acumen with proven ability to perform detailed cost analysis, pricing strategy, and profitability modeling for complex proposals preferred.
  • Experience developing and validating cost estimates, including direct and indirect rates, labor categories, materials, subcontractor costs, and other key pricing components.
  • Proficiency with financial modeling tools (e.g. Excel,
  • Ability to translate technical and operational inputs into accurate and competitive pricing structures.
  • Experience collaborating with finance, contracts, supply chain, and pricing teams to develop winning cost volumes and narratives.
  • Familiarity with cost-benefit analysis, ROI forecasting, and financial risk assessments in the proposal development process.
