Job Description
The Director, U.S. Policy – 340B Program Strategy will lead the development and execution of AbbVie's U.S. Policy & Analytics’ strategy related to the 340B Drug Pricing Program across federal and state policy environments. This role will serve as a primary subject-matter expert, strategic architect, and external-facing leader within the U.S. Policy & Analytics team, driving AbbVie's approach to 340B policy amid a rapidly evolving legislative, regulatory, and litigation landscape.
The Director will not only monitor and analyze policy developments but proactively shape the external environment — cultivating relationships with key policymakers and stakeholders as well as positioning AbbVie as a credible and constructive voice in 340B reform debates. This role will translate complex regulatory and legislative dynamics into forward-looking strategic insights, lead the development of coordinated advocacy campaigns, and drive cross-functional alignment on AbbVie's priorities related to patient access, affordability, and program integrity.
This role requires a seasoned policy strategist with deep 340B expertise, executive presence, and a demonstrated track record of influencing policy outcomes.
Responsibilities
- Lead the development and execution of AbbVie's enterprise 340B policy strategy across federal and state arenas, identifying short- and long-term opportunities to shape the legislative, regulatory, and litigation environment in alignment with AbbVie's business and patient access priorities.
- Develop and maintain a comprehensive 340B policy roadmap that anticipates emerging threats and opportunities, informs internal decision-making, and guides coordinated advocacy efforts.
- Translate complex policy developments into clear strategic recommendations for senior leadership, including trade-off analyses and scenario planning for key policy outcomes.
- Support internal governance and cross-functional alignment on AbbVie's 340B positions, ensuring consistent messaging and coordinated action across Government Affairs, Market Access, Legal, Pricing, Commercial, the 340B Center of Excellence, and Patient Access teams.
- Build and manage relationships with key external stakeholders — including policymakers, regulators, patient advocacy groups, health systems, and industry peers — to advance policy solutions that promote program integrity, transparency, and sustainability.
- Lead AbbVie's participation in industry coalitions and stakeholder working groups focused on 340B reform, helping to shape coalition positions and drive coordinated advocacy strategies.
- Represent AbbVie at policy forums, congressional briefings, regulatory comment processes, and public stakeholder engagements as a credible and authoritative voice on 340B issues.
- Monitor, analyze, and interpret federal and state 340B developments, including legislation, regulatory proposals, litigation activity, and administrative guidance, and assess their business, patient access, and operational implications.
- Lead the development of high-quality policy materials including white papers, briefing documents, legislative concepts, regulatory comment letters, op-eds, and stakeholder communications that articulate AbbVie's 340B positions with clarity and credibility.
- Develop and maintain external-facing policy narratives and messaging frameworks that can be deployed across a range of audiences and advocacy channels.
Qualifications
- Minimum 10+ years of experience in health policy, government affairs, or a related field, with significant time spent in roles requiring direct external engagement with policymakers or regulators.
- Demonstrated expertise in the 340B Drug Pricing Program, including program structure, covered entity and manufacturer dynamics, stakeholder landscape, and current reform debates.
