Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Director of the Environmental Health & Engineering Division administers , directly responsible for the management and implementation of comprehensive environmental public health and engineering regulatory programs including: Florida Safe Drinking Public Water Systems, Onsite Sewage Treatment and Disposal Systems, Investigate drinking water wells contaminated due to releases from Gasoline Stations and Dry Cleaning facilities, Environmental Health Risk Assessments and Health Risk Communications, Air Quality, Biomedical waste and Body Arts Programs, Food Hygiene and Group Care Facilities, Mobile Home Parks, Migrant Camps and Residential Facilities, Florida Healthy Beaches and Public Notification program, Sanitary Nuisance Inspections and Complaint Investigations, Epidemiological Investigations, Emergency Preparedness and Response. This individual will be responsible for all leadership, managerial and supervisory duties including, but not limited to, hiring and selection, developing programs and staff performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Serves as a member of the DOH-Miami-Dade Senior Leadership Team and acts for the DOH-Miami-Dade Health Officer/Administrator when needed. EPH in DOH-Miami-Dade is delegated by FDEP to fully administer the Federal and Florida Safe Drinking Water Acts this includes the core three functions engineering permitting, compliance, and enforcement. Under Florida law 403FS - Administering public drinking water programs in Florida requires that a Licensed professional Engineer in Florida provides this responsibility. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.
Represents the Department in Environmental matters before the County Commission, the Environmental Control Hearing Board, the Environmental Regulation Commission, and other similar federal, state, county and municipal bodies. Prepares supporting technical data for use in the county in environmental engineering and environmental public health matters.
Participates in meetings and conferences with other agencies and consulting engineers relating to the construction/operation of systems/facilities. Provides professional guidance regarding the design and functional performance of equipment and systems.
Participates in the review of construction/operation permit applications for projects of a complex or controversial nature including proposed air pollution sources, sanitary landfills, solid waste resource/recovery operations and septage treatment/disposal facilities and responsible for final agency action.
Implement a program for the protection of food, air, and surface and groundwater quality. Prepares study outlines and objectives for monitoring programs and environmental surveys to assess the effects of pollution discharges on water quality and the impact on public health, beneficial uses and aquatic environment, edits final reports on findings and recommendations.
Incumbents will lead, manage, and supervise all staff in those programs including env. Spec., env. Eng., inspectors, admin. Staff, program mgrs., and supervisors, professional engineer(s) and perform the following added duties:
