Job Description:

*The Department does not sponsor non-immigrant work visas for this position.*

This position may be understaffed as a Revenue Tax Specialist.

Under limited supervision, the position provides program expertise of a significantly complex nature involving the assessment of property in Nebraska, the analysis of sales in Nebraska, review of all sales submitted in Nebraska to plot on maps accordingly for review, the compilation of various statutorily required reports, Tax Increment Financing, and Real Property Tax Credit Act to report to the Property Tax Administrator, State and County officials, and taxpayers. Coordinates the examination, research, proposal of policies, legislation, regulations, and information guides. Uses a wide range of professional knowledge to complete assignments including those of a broad scope and considerable importance to the agency; performs related work as assigned.

Job Duties include:
1. Resolves complex problems where tax programs have changed and resolution rests upon a thorough and current knowledge of laws, policies, regulations, processes, and procedures.

2. Examine, research, and resolves tax program issues which arise from correspondence, protests, county official contact, taxpayer contact, and other assignments.

3. Investigate, analyze, research, and present proposed policies, processes, legislation, and regulations in assigned programs.

4. Monitors, analyzes, and interprets legislative, and policy developments.

5. Coordinate and/or lead the implementation of changes to policies, regulations, and procedures.

6. Interpret and apply policies, regulations, and procedures within Revenue for county officials and taxpayers.

7. Knowledge of accounting.


 

Requirements/ Qualifications

Minimum Qualifications

Revenue Tax Specialist Senior: Bachelor’s Degree in: business, accounting, or related financial field and two years’ experience in complex tax program research and analysis.  OR Increasingly responsible work experience in business, accounting or finance may be substituted for the education requirement on a year for year basis, in addition to two years’ experience in complex tax program research and analysis. 

Revenue Tax Specialist: Associate’s Degree in: business, accounting, or related financial field and one year experience in tax program research and analysis.  OR Increasingly responsible work experience in business, accounting, or finance may be substituted for the education requirement on a year for year basis, in addition to one year experience in tax program research and analysis. 

Preferred Qualifications: Audit experience; accounting experience; complex tax program experience; GIS mapping experience.

Other: Valid driver's license for BOTH positions.


 

For both positions: Knowledge of: Department of Revenue programs, policies, procedures, processes, regulations, and directives; administration of exemption issues.

Skills in: presenting persuasive arguments; organizing and implementing processes; using the Department's Shared Review application; preparing clear and cogent written material.

Ability to: communicate effectively with a wide range of people; interpret state and federal statutes; conduct independent research and analysis of complex issues through federal and state statutes and regulations.
