The starting salary range is $85K to $90K depending upon experience plus a generous performance bonus. The successful candidate will oversee part of our Western Region mostly in Signal Hill and surrounding areas. Travel will be a necessity.

This position acts as Alliance’s regional liaison responsible for ensuring assigned sites/projects are managed in compliance with federal, state, and local laws and regulations, as well as Alliance standards; ensures projects move forward within staffing/schedule/budget limitations/timelines.

Essential Functions of the job:

  • Ensures all assigned customer sites are in compliance, employees are being utilized correctly, and that customer sites are profitable in accordance with budgeted resources, staff, etc.
  • Interacts with key customer personnel, developing a strong relationship that promotes Alliance business goals; manages customer expectations and cultivates opportunities for new business with existing customers
  • Conducts Health & Safety audits with Site Supervisor or their designee at least once quarterly at each managed project work site; participates in contractor safety general forum as required; participates in safety steering committee meetings as required
  • Ensures all established Alliance policies, procedures, and best practices are being complied with; holds supervisors accountable for proactively addressing and correcting non-compliance issues
  • Conducts QA/QC reviews and audits to ensure Alliance scope and standard quality and compliance are met
  • Maintains daily understanding of projects being managed; stays familiar with schedules, budgets, operating efficiency of Alliance personnel at various sites across assigned region
  • Ensures site supervisors accurately track team member attendance
  • Proactively fosters a culture that ensures all work is performed in a safe and healthy manner; ensures team members actively participate in safety meetings/training
  • Regularly prepares project reports and updates; tracks project status for customers and Alliance management to ensure projects are on schedule, customer expectations are being met or exceeded, and anticipated profit margins are realized
  • Tracks all project costs; compares actual incurred costs versus allowable billable fees/charges; ensures accuracy of all invoices set to the customer and that all charges are in accordance with existing contractual terms; addresses outstanding issues surrounding past due invoices
  • Assists in addressing team members’ disciplinary issues on a case-by-case basis in accordance with Alliance policies and in partnership with Human Resources
  • Assists with and oversees the integrity, accuracy, and security of all data maintained, including information contained on all daily, weekly, monthly, and annual reports issued by Alliance
  • Assists with internal, third-party, and regulatory body audits as needed; assists with customer special requests
  • Performs staffing requirements as needed; fills out personnel requisitions when openings arise; assists in screening candidates; completes interviews with supervisors for applicable candidates; follows up with HR on preemployment process for new hires
  • Builds forecasted budgets at the beginning of each year; updates budget actuals monthly and provides explanations for differences in revenue for each project
  • Conducts M21 monitoring where staffing needs require; assists in completion of monthly monitoring balance; coordinates with supervisor to ensure MOCs/open leaks are handled in a timely manner
  • Performs other job-related duties as assigned  

Required Qualifications 

  • 5+ years of experience in the chemical or petroleum industry; experience in LDAR field
  • Previous management experience, including experience environmental regulations, budgets, and LDAR program/field auditing  

 Knowledge, Skills & Abilities

  • Extensive knowledge of federal and local LDAR laws and regulations
  • Ability to oversee all phases of a project, including budget, scope, scheduling, and personnel management; ability to set key milestones, track and report results, and effectively communicate progress
  • Strong written and verbal communication skills
  • Ability to lead others, develop strong working relationships, and foster work environment focused on team building and achieving positive results; ability to mentor, counsel, and train others to expand t
