SMX is seeking a dynamic Director, GWAC to lead federal contract strategy and drive organizational growth. In this key leadership role, you’ll collaborate with executives, oversee the GWAC/IDIQ opportunity lifecycle, and ensure contract compliance and excellence. You’ll promote SMX’s prime contracts, build strong federal agency relationships, and analyze the competitive landscape to identify new opportunities. The ideal candidate has extensive federal contracting experience, a track record in business development or capture management, and strong leadership skills.

Strategic Collaboration and Capture Support:
- Partner with SMX Growth and Business Group leaders to provide expertise throughout the opportunity lifecycle, including Business Development and Capture resources
- Review and provide tracking, insights, and reporting for task order proposals released under SMX prime contracts
Marketing and Promotion of Prime Contracts:
- Promote SMX prime contracts to the Federal Government through active participation in trade shows, conferences, and other high-visibility events
- Coordinate internal efforts to market prime contracts effectively, leveraging advertising, branding, and dissemination of prime contract marketing materials
- Promote SMX vision and leadership though industry panel attendance, board and special interest group memberships, and industry involvement
Contract Compliance and Reporting:
- Ensure compliance with terms and conditions of SMX prime and subcontractor contracts.
- Oversee reporting requirements for all master contracts and awarded task orders
- Coordinate prime contracts deliverables with Contracts Team
Program and Project Support:
- Provide support to SMX task order project teams for all projects awarded under prime contract mechanisms, to include recurring coordination/meetings with BD and Capture resources
- Participate in industry meetings, Program Management Review (PMR) meetings, conferences, and training sessions to enhance knowledge of government processes
Federal Agency Engagement:
- Maintain effective relationships within PMOs and collaborate with SMX leadership to target new Federal Agencies for utilizing SMX prime contracts
- Align those agencies and customers with appropriate SMX prime contracts / acquisition options for future use
Competitive Landscape Analysis:
- Develop a comprehensive understanding of the competitive landscape across all contract award groups, including Other than Small Businesses, Small Business, 8(a), Service-Disabled Veteran-Owned Small Business, and Women-Owned Small Business awardees
- Work closely with the SMX Small Business Liaison Officer (SBLO) to identify and promote potential teaming relationships
- Work closely with Strategic Growth resources to assess company vision, mission, and strategic plans to assess and align potential prime contracts for competition and award
Staff Training and Development:
- Educate and train SMX staff to effectively communicate the scope, value, and benefits of awarded SMX GWACs
- Plan, develop, and implement strategies for staff training and skill development
Program Leadership and Risk Management:
- Provide leadership for program schedules, deliverables, metrics, milestones, quality improvement processes, compliance, consultation, and risk assessment
- Monitor, track, and control outcomes to resolve issues, conflicts, dependencies, and critical path deliverables for all assigned SMX prime contracts
Operational Efficiency:
- Ensure maximum organizational effectiveness and efficiency, including the development, organization, marketing, and implementation of program objectives
- Prepare task order estimates and detailed project management and assessment for all phases of the prime contract lifecycle
Relationship Management:
- Establish and maintain effective working relationships with internal teams and external collaborators
- Foster a culture of excellence, effective communication, staff development, and recognition
Required Skills and Experience:
- Clearance Requirement: Ability to obtain and maintain a Top-Secret Clearance, with potential SCI access and CI Polygraph
- Education: Bachelor’s Degree or equivalent experience (12+ years working within the Federal Government Contracting Community, as a Contracting Officer
