I.  Job Summary

This role leads the development and continuous improvement of environmental programs developed by the Engineering Science and Wastewater Treatment (ES&WWT) Program.  The responsibilities include building and enhancing the Wastewater Treatment program framework and elements to address process improvement needs, changes in environmental regulations and promotion of a continued strong environmental culture within the organization. Reports to the Sr. Director of ES&WWT program.

 II.  Essential Duties and Responsibilities include the following: 

• Monitor for changes in federal environmental regulatory requirements.  Initiate and participate in developing the Company’s response to new or changing regulations on a national basis.  Develop technical guidance on new regulatory requirements to ensure consistent interpretation and action by WM operations.
• Assist in development of environmental policies, directives, standards and guidance that serve to effectively communicate and ensure implementation of the WM Environmental Management System (EMS) elements and communicate Company expectations for management of environmental aspects not always served by regulation.
• Continually improve and manage Information Services for compliance assurance, self-assessment, corrective/preventive measure tracking, and environmental metrics.
• Develop and/or enhance existing environmental training programs including the Environmental Professional Learning Series (EPLS) and Environmental Compliance Awareness Program (ECAP).  Develop additional training curriculum as needs/priorities are identified. Conduct environmental training of employees at various levels as needed.
• Provide technical and regulatory assistance to field operations as needed on significant environmental risk impacts and agency and company-identified issues through resolution, which includes both correction and prevention from recurrence.
• Develop and execute routine communications with Corporate and Area management regarding both significant development projects as well as to ensure compliance and consistency with company-wide environmental protection programs. 
• Coordinates and managements activities of internal and external staff involved in directing research, procedures, best management practices, equipment, and techniques to provide environmental solutions to the corpora­tion’s management, treatment, and disposal of landfill liquids.  More specifically:
• Assist with establishing policy, procedures, training and guidance on engineering and environmental compliance (in compliance with the environmental protection department) for the corporation and is responsible for implementing programs to the field in connection landfill liquids handling, treatment and disposal.  More specifically:
• Treatment of contaminant laden semi-liquid, liquid, and gaseous waste from our facilities using biological, chemical and separation technologies such as centrifuges, presses, filters, and flotation devices related to leachate and landfill gas. 
• Balances the financial goals of the enterprise with the external regulations and applied environmental solutions. 
• Implements internal policies, procedures and practices dealing with environmental management based on the best available scientific evidence and judgment.
• Manages research activities as outlined by Director of ES&WWT on the organization's environmental problems to establish a basis for program changes and improvement in liquids management and treatment. 
• Keeps abreast of pending regulatory development through reference sources. Obtains insights on legislative agendas at both the Federal and State levels (focus is on the state level).
