Aligned with leading industry practises for Global Business Service entities, the GSSC is aiming to shift from being a service provider to being a major partner to drive efficiency by leveraging the culture of customer service, continuous business improvement, knowledge sharing and innovation to support the achievement of UNICEF programme results worldwide. As part of the GSSC strategic initiative, the Change Management stream within Service Quality Management Section will lead the behaviour change and contribute to the organisational transformation initiatives.
The Business Analyst (UN Reform and Change Management) will analyze the operational aspects of UN Reform as they pertain to UNICEF and support change management across country offices. This includes implementing Business Operations Strategies (BOS), establishing a Common Back Office (CBO), and promoting the further use of mutual recognition. In addition, the position involves driving change initiatives by coordinating with key stakeholders from project planning to post-implementation support. The incumbent will collaborate with the service management and business innovation support teams to keep offices engaged through consultation and updates. They will also prepare and train staff to manage initiatives effectively, ensuring sustainable outcomes.
The Business Analyst (UN Reform and Change Management) P-2 will report to the Change Management Manager (P4) under the Service Quality Management Section in the Global Shared Services Center.
Key roles and responsibilities:
1. Coordinate the execution of the annual action plans that contribute to the UN Efficiency Agenda
- Contribute and guide UNICEF regional and country offices in their engagement in the UN Efficiency agenda-related activities, enduring quality guidance and support to achieve efficiency gains and facilitate joint programming.
- Monitor, assess, and document UNICEF's progress on the UN Efficiency Agenda, including identifying lessons learned and areas of improvement.
- Participate in relevant UN Efficiency sub-working groups including technical discussions on BOS and CBO.
- Coordinate the preparations of internal reports on UN efficiency gains, providing analysis and ensuring timely submission of reports.
2. Continue to develop and maintain internal UNICEF guidance and support materials on areas of reform such as Mutual Recognition and Common Back Office
- Work collaboratively with HQ divisions and field offices to further develop guidance on areas such as implementation of CBO etc.
- Find ways to disseminate guidance documents and update them periodically.
3. Support offices implementing Common Back Office and BOS, keep track of progress and escalate issues
- Develop support materials in collaboration with other divisions
- Track implementation progress and escalate issues
- Track and collate efficiency gains through regular reporting.
- Perform first Tier resolution
4. Support internal and external meetings organized by GSSC staff on the UN Efficiency Agenda, as well as cross-agency meetings attended by GSSC staff in terms of the development of agendas, talking points, minutes, presentation material, etc.
- Prepare for internal meetings – e.g. BIG working Group, Governance Board, CBO rollout project team, etc.
- Provide talking points of other support for external meetings, e.g. Impact Working Group
- Ensure minutes are prepared and actions progressed
