Senior Program Analyst - DIRECT HIRE

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience applying knowledge of regulations governing uniform guidance for grants, federal grants management requirements, and related laws, regulations, and policies to analyze complex issues, develop solutions, and provide authoritative guidance on grant administration, cost principles, and compliance requirements. Experience leading the development, interpretation, and implementation of grant management policies, guidance, procedures, training programs, or regulatory initiatives, including evaluating the impact of legislative, regulatory, or policy changes on federal financial assistance programs and recommending improvements. Experience representing an organization and collaborating with senior officials, program staff, recipients, and external stakeholders to resolve complex or controversial grants management issues, build consensus, deliver technical assistance and training, and promote consistent administration of federal grant programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Grants Management Policy and Regulatory Expertise - Expert knowledge of OMB Uniform Guidance and federal grants management requirements, with the ability to analyze, interpret, develop, and implement policies, procedures, and guidance governing federal financial assistance programs. Skill in applying complex regulatory requirements, evaluating legislative and policy changes, and providing recommendations that enhance compliance, consistency, and program effectiveness. Technical Assistance, Training, and Stakeholder Engagement - Skill in developing and delivering training programs, technical assistance, and outreach initiatives for diverse audiences. Ability to communicate complex grants management concepts clearly and effectively, build consensus, and collaborate with internal and external stakeholders to resolve complex or controversial issues. Leadership, Communication, and Project Management - Ability to lead complex cross-functional initiatives, coordinate with multiple organizations, prepare executive-level briefings and guidance materials, manage competing priorities, and influence decision-making without direct supervisory authority. Demonstrated skill in oral and written communication, strategic planning, and exercising sound judgment in a dynamic policy environment.
