ABOUT THE ORGANIZATION

Stanislaus County Employees’ Retirement Association (StanCERA) was established in 1948 and is administered by the Board of Retirement. StanCERA is governed by the County Employees’ Retirement Law of 1937 (CERL) and the Public Employees’ Pension Reform Act of 2013 (PEPRA). StanCERA is a defined benefit plan responsible for administering retirement, disability, death, and survivor benefits to members employed by or formerly employed by its plan sponsors. StanCERA currently has more than 11,000 members and continues to grow.

Examples of duties


  • Assisting members in person and by phone, offering information, referrals, and one-on-one assistance with retirement planning, benefits, vesting, reciprocity, and membership requirements.
  • Supporting members in using the StanCERA website and Member Portal to access information and submit requests.
  • Assist Benefits Staff in processing retirement applications, new hires, terminations, contribution refunds, buy backs, death benefits, and various member record updates.
  • Maintaining electronic files, internal logs, spreadsheets, databases, and technical desk manuals.
  • Assist with coordinating with county departments, payroll staff, and other public agencies to communicate member information as needed.
  • Preparing correspondence, handouts, welcome packets, mass mailings, and 1099R forms.
  • Assist with departmental planning, training, and website maintenance.
  • Manage office operations, retrieving and responding to voicemail and email, processing incoming mail, and ensuring timely, high-quality customer service.
  • Create, update, and maintain a variety of informational and communication materials to support organizational programs, member outreach, education, and public engagement.
  • Maintain, troubleshoot, and coordinate repairs for office equipment and hardware to support efficient daily operations. 
  • Maintain the reception area and member service counter by keeping resources, materials, and supplies organized and well stocked. 
  • Perform other duties as assigned.

Qualifications

KNOWLEDGE

  • Knowledge of Business English including spelling, grammar, and punctuation for composing business correspondence.
  • Skilled in operating office equipment and modern computer systems, including Windows, Microsoft Office, Adobe Professional, and website content management.
  • Knowledge of mathematics and basic statistics.
  • Knowledge of provisions of the California government code (County Employees Retirement Law of 1937).
  • Knowledge of StanCERA internal policies, operating and administrative procedures, and forms.

  • Proficient in analyzing data, performing detailed calculations, and evaluating retirement and payroll information.
  • Communicate clearly in both written and verbal formats, producing reports, correspondence, and recommendations.
  • Work independently with sound judgment, maintain confidentiality, and consistently meet deadlines.
  • Build and maintain strong working relationships with management, staff, the Board of Retirement, employers, members, and the public.
  • Evaluate operational issues, recommend process improvements, and adapt to evolving laws, systems, and procedures.
  • Handle sensitive or challenging situations with tact, diplomacy, and professionalism.
  • Read, interpret, and explain benefit laws, requirements, and procedures to others.
