Job Description:

The Senior Computer Systems Engineer/Architect will oversee the management of engineering projects and client contract projects, leading a team of project engineers, analysts, and technicians. Responsible for the completion of assigned projects within budgetary and scheduling guidelines. The role may involve functioning as an ongoing lead within a group of engineers associated with technical areas including network design, engineering, implementation, or operations/user support.

Key Responsibilities:

  • Lead and direct the efforts of project engineers, analysts, and technicians, ensuring collaboration and effective team dynamics within IRS guidelines and objectives.
  • Guarantee the successful completion of engineering projects assigned under this IRS program, adhering strictly to budgetary constraints and scheduling requirements, while maintaining compliance with federal regulations.
  • Provide expert leadership and mentorship to a specialized team of engineers focused on technical domains critical to the IRS, such as secure network infrastructure design, system engineering, implementation processes, or operations and user support, ensuring alignment with IRS standards and policies.
  • Manage project activities as outlined in client (internal IRS departments or external stakeholders) agreements, guiding the project team through meticulous fact-finding, thorough analysis, insightful hypothesis development, comprehensive report generation, and persuasive presentation delivery, all within the context of IRS operational goals.
  • Exhibit a deep understanding of Agile methodologies tailored to the unique environment of federal government projects, promoting flexibility and responsiveness in the project management approach.
  • Oversee the entire lifecycle of IRS-related projects from initial planning through execution to successful delivery, ensuring projects meet high standards of quality, security, and compliance expected by the IRS and its stakeholders.
  • Communicate effectively with all members of the project team, IRS clients, and external stakeholders, ensuring clear understanding of project goals, progress, and outcomes.
  • Implement project management methodologies and best practices specifically adapted to the IRS’s operational environment, enhancing efficiency, transparency, and accountability in project execution.
  • Provide regular updates on project progress to all relevant stakeholders, ensuring transparency and maintaining trust in IRS’s project management capabilities.
  • Work collaboratively with both internal IRS teams and external partners to accurately define project requirements and set realistic expectations, ensuring projects are aligned with IRS strategic objectives and stakeholder needs.

Qualifications:

  • Bachelor’s degree in computer science, engineering, or math. Master's Degree optional.
  • 10+ years’ experience managing or performing engineering activities, including experience with large-scale database management systems and knowledge of computer equipment and integration.
  • 4+ years of intensive experience demonstrating required proficiency levels related to client contract project management.
  • Proven experience in managing engineering projects and client contract projects.
  • In-depth knowledge of Agile principles.
  • Strong leadership, communication, and interpersonal skills.
  • Familiarity with specified tools and technologies is highly desirable.

Minimum Eligibility:

  • Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
  • Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
