Overview
The Assistant Director of Parks and Recreation provides executive management of departmental programs, functions, and divisions. Assigns and reviews
performance of subordinate managers and supervisors and oversees financial and budgetary management, operations review, administrative direction, and quality control to ensure Parks and Recreation success.
Essential Functions
1 Oversees and assists in the Direction of various facilities, divisions, and operations of the Parks and Recreation Department; oversees the preparation of Council and Park Board agenda items, prepares briefings, attends Park Board meetings, and serves as liaison to the Park Board's Planning and Design Committee; prepares information to respond to Park Board and Council Members requests and provides any follow-up required.
2 Participates in the development, implementation, and administration of the various divisions and overall department budget; reviews budget allocation, coordinates programs and resource allocations with department executives and executives in other departments; evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions.
3 Reviews and approves personnel actions including hiring, training, performance evaluations and other personnel
actions to ensure productivity and quality standards are maintained; oversees, supervises, and assists in the direction of employee assignments, objectives, and the performance of subordinate managers and supervisors.
4 Works with other managers, supervisors, and Directors to handle quality assurance, performance measurement, and process, procedural, and protocol improvement; participates in the implementation and facilitation of short-, mid- and long-term goals and objectives; works with the Director and other managers to strategically plan the operations of the department.
5 Monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services; manages and coordinates special research requests and responses to the City Manager or City Council; oversees contract preparation of Development, Operating, and Funding Agreements.
6 Identifies, determines, and addresses areas of quality management to enhance productivity through improved work procedures and practices, improved communication, and accountability.
7 Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and
committees; testifies at hearings, trials, and legislative meetings as appropriate.
8 Performs any and all other work as required or assigned.
Planning and Design
1 Oversight and management of the Planning, Design and Construction of Capital Construction projects, Environmental Services and Facility Services divisions.
2 Oversees the implementation of Bond Programs, serving as a liaison with external funding partners involved in capital construction projects.
3 Acts as the primary liaison to the Planning and Design Committee of the Park and Recreation Board.
4 Facilitates staff meetings and manages meetings with the Bond Program Office.
5 Leads the development of the Capital Needs Inventory and the planning of Bond Programs; ensures compliance with all applicable procurement laws and regulations.
6 Oversees capital projects in collaboration with partners; supports staff in resolving issues with external consultants and contractors.
7 Coordinate with the City Attorney’s Office on Contract preparation of Development, Operating, and Funding Agreements.
8 Provides technical advice and guidelines in the Division, Department, and city-wide organization.
9 Review Park Board agendas and briefing; set priorities, review department goals.
10 Respond to Park Board and Council Member’s questions and provide project management updates, including status reports on ongoing initiatives, timelines, milestones, and key activities within the division.
