Job Description

Job Summary

AECOM seeks a Quality Assurance manager (QAM) for the 5-year, $50 million USAID Ukraine Critical Infrastructure Support project. Critical infrastructure may include energy systems, water and sanitation systems, buildings, telecommunications, transportation systems, border crossings, and railways and ports. The QAM will be responsible for overseeing the implementation of task-specific quality control plans and supervising the performance of the construction contractors related to construction oversight. This includes responsibility for managing in-house or third-party quality assurance personnel and providing oversight and independent inspection and verification of construction contractors quality control processes and documentation of all construction activities. The QAM will monitor all aspects of construction, including planning, staffing, and implementation, and will establish procedures for construction management and quality assurance in accordance with AECOM policies and practices over a wide range of infrastructure projects. The QAM will act as the primary construction activity liaison with USAID and host country agencies and will be responsible for the timely communication of contract issues with USAID, construction contractors, and site teams. The position is full time, unaccompanied post based in Kyiv, Ukraine and is contingent upon contract award. The QAM will report to the Project Manager.

 

Principal Responsibilities

  • Supervise construction management team that includes construction project managers, resident engineers, inspectors, and support staff.
  • Provide oversight on behalf of USAID of construction contractor performance during the pre-construction, tendering and construction phases of assigned projects.
  • Ensure technical review and feedback on contractor’s pre-construction submittals including mobilization plans and schedules, construction management manuals, QA/QC plans and safety plans.
  • Provide quality management services related to oversight of construction contractor quality control services and compliance with environmental and safety requirements.
  • Provide review and recommendations of change order requests for equitable adjustments, extensions of time, disputes, and claims, and other similar matters.
  • Ensure effective review and approval of construction contractor payment invoices, ensure submittal of progress reports, and identify problems that may require USAID attention.
  • Attend punch list and final inspections, confirm completion of construction requirements, and provide Final Acceptance certificates.
  • Provide oversight of the QA/QC inspection services during the liability period and follow up on any noted defects and remedies, and support commissioning, as required.

 

 

Qualifications

Minimum Qualifications

  • Bachelor’s degree in civil, mechanical, electrical or related degree.
  • 8 years of experience in infrastructure design, including at least 5 years managing complex projects with multiple tasks or contracts
  • Demonstrated experience managing multi-national engineering subcontractors
  • Proficiency in Prologue, MS Project, Primavera, MS Suite, SharePoint (or similar collaboration tools)
  • As a condition of employment, candidates must be willing to work in an elevated security risk environment.
  • As a condition of employment, position requires candidates to work and live internationally to support project.
  • As a condition of employment, position requires screenings including successful background check, substance abuse test, and medical clearance.

Preferred Requirements:

  • Master’s Degree in civil, mechanical, electrical engineering or related degree
  • 12 years of experience in construction management
