The Water and Wastewater Services Business Operations Division (WWS-BOD) is seeking a highly qualified and self-motivated Senior Accountant with exceptional accounting and financial-reporting experience. Candidate must be attentive to detail and possess strong time management and organizational skills. Excellent verbal, written, and interpersonal skills are a must.  The Senior Accountant performs administrative and professional accounting work, and is responsible for the following:

• Assisting in the management and coordination of the general accounting and fiscal activities for Water and Wastewater Services.
• Assisting in the planning and maintenance of financial accounting systems.
• Preparing and reviewing fiscal statements and reports and conducting special studies.
• Supervising professional and technical accounting personnel and preparing performance evaluations.
• Participating in the recruitment process of professional and technical accounting personnel as needed.  
• Working with internal and external stakeholders via phone, e-mail, and in person.
• Analyzing and preparing detailed accounting reports and financial statements on a weekly, monthly, and year-end basis.
• Preparing and inputting accurate journal entries.
• Computing expense accruals and accounting performance measures.
• Reconciling general ledger accounts (Investments/Debt, Fixed Assets, Accounts Payable, Inventory, and Construction Payments).
• Ensuring accounting transactions are assigned to the proper expense, revenue, and balance sheet accounts in compliance with accepted accounting standards, policies, and procedures.  
• Assisting with the preparation of the Water and Wastewater Services Annual Operating Budget, Annual Audit, and Annual Report.
• Completing any other assigned tasks as needed.

General Description

Advanced professional accounting work in the maintenance and review of fiscal records; may supervise staff.

Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university in accounting or finance; or a Bachelor's degree and coursework that qualifies for the CPA Examination.

Requires two (2) years professional level accounting, finance or closely related experience; including six (6) months of lead/supervisory experience depending on area of assignment.

Special Certifications and Licenses

 A valid Florida Driver's License is required for duration of hire.

Preferences:

*Master's Degree in Accounting, Finance, or closely related field.
*Certified Public Accountant Certification (CPA)
*Certified Management Accountant (CMA)
*Certified Financial Manager Certification (CFM); or Certified Governmental Financial Manager (CGFM)
*Certified Government Finance Officer (CGFO)
*Two (2) years of PeopleSoft or similar ERP software experience 
*Two (2) years of enterprise fund accounting,  preferably in a utilities environment or similar experience 
*Two (2) years of public sector accounting experience, preferably in a utilities environment or similar experience in areas of financial reporting, capital asset and inventory 
*Two (2) years experience in preparing financial statements
*Two (2) years experience in public or private company audit

Processes/records financial transactions including reviewing/approving various accounting documents such as journal vouchers and cash receipts.

Reconciles and monitors revenues and expenses of various funds, prepares a variance analysis and prepares schedules for external auditors.

Prepares monthly, quarterly or annual reports required by County Administrative Policies and Procedures and
