SUMMARY: With respect to the New Jersey Medicaid eligibility programs, serves in a business analyst role within the Division of Medical Assistance and Health Services (DMAHS) New Jersey FamilyCare Integrated Eligibility System (NJFC IES) Program Management Office (PMO). Prepares detailed recommendations related to improving business operations and modernizing information systems to achieve the division’s Medicaid eligibility objectives. Performs business analysis activity to improve the user experience for members and workers and ensure compliance with latest policy requirements and security standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Provides recommendations to improve the user experience for members and workers.

- Applies knowledge of Medicaid eligibility rules, managed care requirements and relevant systems to monitor and implement client services/assistance programs.
- Confers with department/agency personnel to analyze current operational procedures, business rules and practices; determines feasibility for automation, identifies problems or areas for improvement, and develops solutions.
- Actively contributes in the gathering, development and documentation of business and user requirements as well as Joint Application Design (JAD) sessions.
- Actively contributes in the collection and analysis of information, processes and/or statistical and operating reports to detect work backlogs and system problems.
- Actively contributes in the planning, development, implementation and/or maintenance of new or enhanced systems.
- Provides advice and guidance to management in determining operating policy and priorities.
- Acts as liaison between the department/agency and involved parties such as, but not limited to, local/state/federal government agencies, business stakeholders, teams, vendors, and various external entities.
- Troubleshoot system enhancements for processing errors and provide recommendations to comply with standards and current policies.
- Analyzes and recommends solutions for procedural difficulties and operating problems and confers with analysts, programmers, and supervisors toward resolution.
- Applies knowledge of systems development life cycle.
- Maintains and/or supervises the maintenance of records and files.
- Attends and actively participates in meetings as required.
- Other related duties for the Office of Information Systems as needed.

REQUIRED KNOWLEDGE AND ABILITIES
- Must have the ability to learn, understand, communicate, and apply Medicaid eligibility rules.
- Ability to ensure accuracy and compliance while testing the information system including verification that the system meets federal and state regulatory requirements.
- Ability to test and track issues requiring resolution within the eligibility system.
- Ability to provide guidance and technical assistance for both public and agency use.
- Ability to support, troubleshoot and track user problems.
- Ability to work independently or in a team environment.
- Knowledge of the basics of computer systems hardware.
- Knowledge of system control statements and utility program parameters for use by information processing operations.
- Knowledge of objectives of information processing programs/terminology.
- Knowledge of computer programming design considerations and their differences, and applications of various programming languages.
- Ability to operate computer equipment, depending on agency requirements, for purposes of becoming familiar with operating systems software and for analyzing program errors.
- Ability to prepare forms, flowcharts, decision tables, and block diagrams.
- Ability to use agency work processes/methods after a period of training.
- Ability to prepare clear, concise user/operations/system documentation in accord with operating needs and established standards.
