What we are looking for?
Horizon Industries, Limited is seeking an experienced Program Manager to lead a large-scale Army enterprise modernization program, contingent on award. This is a highly visible role accountable for the sustainment, modernization, and secure delivery of a mission-critical contract writing platform used by roughly 9,000 Army contracting professionals worldwide. The PM will own delivery, financial performance, staffing, customer relationships, and subcontractor coordination across a multi-year effort spanning platform modernization, secure cloud hosting, and continuous capability delivery.
What you'll do
- Lead all aspects of program execution: cost, schedule, technical performance, quality, and risk, as the single accountable owner to the customer.
- Manage a program valued at approximately $30M+ per year ($120M+ total contract value) across a base year and multiple option years.
- Direct a blended team of platform engineers, security and authorization specialists, data-integration engineers, and Tier 3 sustainment staff, alongside teaming partners.
- Serve as the primary interface to the Army customer, sustaining trust, managing expectations, and steering scope and priorities.
- Oversee agile delivery, secure hosting and Authority to Operate activities, and a continuous modernization backlog.
- Own financial management, forecasting, staffing plans, and subcontractor performance.
Must have
- 8+ years of program or project management experience, including direct P&L or delivery accountability for federal programs of $30M+ annually.
- Demonstrated success leading large, complex IT services or software modernization programs for the federal government, as the accountable lead rather than a supporting role.
- Active PMP certification, or the demonstrated equivalent in managing programs of this scale.
- Proven ability to manage blended prime-and-subcontractor teams and hold partners to cost, schedule, and quality.
- Strong financial acumen: budgeting, forecasting, EAC/ETC management, and staffing-to-margin discipline.
- Excellent executive communication, able to represent the program credibly to a government customer and to Horizon leadership.
- U.S. citizenship, and the ability to obtain and maintain a Secret clearance (some roles on this program require SECRET/NOFORN).
- Bachelor's or Master's in a technical, business, or management discipline.
Strongly preferred
- Prior experience leading U..S. Army programs, or deep familiarity with Army contracting and the DoD procurement policies.
