Agency Description

The Office of Public Safety strengthens the coordination of six divisions- the Division of Safe Neighborhoods, Division of Criminal Justice, Division of Reentry, Office of the Victim Advocate, Overdose Response Unit, and Town Watch Integrated Services into a community-centric dynamic unit. The office is focused on uplifting solutions to reduce violence, enhance the bridge between neighborhoods and City government, as well as amplifies support for returning citizens and families impacted by the criminal justice system, developing and implementing reforms in an equitable fashion informed by the decades of systemic oppression, racism, and poverty. 

The Division of Safe Neighborhoods (DSN) implements strategies and initiatives to prevent, reduce, and end violence in Philadelphia. DSN is particularly focused on addressing gun violence. 

The Division of Criminal Justice (DCJ) advances the Parker Administration's goals of public safety and community well-being through collaborative and data-driven initiatives in Philadelphia’s criminal and juvenile justice systems. 

Town Watch Integrated Services (TWIS) is a volunteer focused safety effort. Residents of the community who wish to volunteer for their community will receive assistance from Town Watch Integrated Services. 

The Division of Reentry (DOR) was formed in August 2019 to elevate and organize citywide reentry efforts and support the Parker administration’s goals for criminal justice reform, violence prevention, and community reinvestment. 

The Overdose Response Unit (ORU) is committed to saving lives and rejuvenating the communities that have been most affected by the opioid crisis. ORU works across City departments and within Philadelphia’s neighborhoods to lead citywide opioid response strategies, target interventions where opioid overdoses happen most, and align City resources and share expertise across departments. 

The Office of the Victim Advocate (OVA) was opened in February 2022 to provide coordination, strategic planning, and service provision oversight for victims, co-victims and survivors of crime, with a special emphasis on gun violence and homicide. 

Job Description

Position Summary 

This position will work with the AVCGP Program Managers and fiduciary partner to ensure timely payments to grantees, monitor both the fiduciary and technical assistance partners for fiscal and contract compliance, assist with the preparation of city budgets and quarterly reports, and prepare expenditure reports and reconciliations for all other OPS grants.  

This is a financial position that will report directly to the OPS Director of Finance & Administration. 

Essential Functions 

The OPS Fiscal Analyst will be responsible for the following duties: 

Anti-Violence Community Partnership Grants (AVCPG) 

  • Attend weekly meetings with AVCPG program managers and fiduciary partner agency.  

  • Work directly with grantees to resolve any budgetary/financial reporting issues. 

  • Attend meetings with grantees. 

  • Monitor grant compliance by reviewing and approving grantees’ supporting documentation submitted with spending reports. 

  • Monitor contract compliance of fiduciary partner agency. 

  • Ensure timely and accurate payments to grantees through collaboration with fiscal partner agency and AVCGP program staff.
