Job Description

The Program Specialist I will assist the Program Coordinator - Plans with the management of the IMT Program, providing training and response oversight for state plans during wildfire and all-hazard incidents. Assist in the professional development of the IMT Program and agency personnel. Promote cooperative interaction with fire department, communities, other agencies and cooperators on fire and all-hazard incident management related issues to promote local capacity building and increase response capabilities at the local and statewide level.

Responsibilities:
-Serve as member of the Lone Star State Incident Management Team. Assist the Program Coordinator - Plans in the management of the program, participating and delivering agency programs as assigned. Assist with and manage special projects, which may include budgeting, plan development, meetings, committee participation and other functions. Responsible for all aspects of incident planning, situation and response status and demobilization of resources form all incidents. Work in partnership with SOC and ESF4 desk in developing and improving the state's All-Hazard Incident Management Teams.

-Supervise agency, Federal and AHIMT resources during emergency response. Assist with coordinating the professional development of personnel within the agency and IMT Programs and delivery trainings to assist them with obtaining required qualifications. Ensure readiness and operational safety of all Texas A&M Forest Service (TAMFS) emergency response resources. Provide guidance to TAMFS and Incident Management Teams in regard to national mobilization policies and protocols, as they are related to the Plans functional area.

-Perform planning section specific duties to include: establishing and maintaining incident planning cycles, facilitate meetings and briefings related to Planning (Command and General Staff), monitoring and coordination with other functional areas, tracking of resource mobilization and movement, oversee and/or develop and maintain an IAP that meets the need of the incident as well as specific needs of the agency. Assist with coordination of response to wildland fire incidents as well as other all-hazard incidents and events within the state. Serve on the agency incident management teams as an emergency responder. Emergency response may require extended travel of 14+ days away from the home unit and may include working long hours with minimal rest and in primitive conditions in addition to exposure to harsh environmental conditions: smoke, wind, sunlight, rain, temperature extremes. Walking longs distances, standing for extended periods, twisting, bending, reaching and kneeling, lifting and carrying heavy objects. Driving motor vehicles for long distances. Operating heavy equipment with related exposure to equipment vibration and noise. Operating computers with monitors for extended periods of time. May require extended communication with visitors and employees in person, electronically or by phone. May require travel in agency vehicles with overnight stays. This position is an emergency response position and at times will require working extended hours, typically after normal business hours as well as weekends. Emergency response may result in exposure to emotionally stressful situations for extended periods of time.

-Supervise and direct Plans work assignments, communicate and coordinate, following established processes and chain of command, manage risk and plan for medical emergencies, ensuring that the location, health, safety and welfare of all assigned personnel is maintained. Promote interaction with fire departments, emergency management community, other state and federal agencies and other partners and cooperators on incident management and fire-related issues. Working with agency personnel providing planning support. Supporting additional programs and projects including training academies and other intra and inter-departmental activities.
