Position Description
Anoka County is seeking a Lead Human Resources Business Partner (HRBP) with a primary focus on Talent Acquisition/ Recruiting, with a focus on sourcing and using recruitment tools. The Lead Human Resources Business Partner oversees the daily activities of a team responsible for providing human resources consultation and support to a specified department and coordinates alignment of county and department HR objectives with employees and management. The Lead Human Resources Business Partner performs work alongside a team to support a variety of topics including recruitment, selection, classification, compensation, benefits, training and employee relations.
The Lead Human Resources Business Partner performs work with a high degree of latitude. The Lead Human Resources Business Partner possesses expert knowledge of subject matter and handles the most complex issues and problems associated with human resources.
This is a full-time, exempt, hybrid position based at the Anoka County Government Center. Regular in-person attendance is required for the duties and responsibilities of this hybrid position. Interviews will take place on May 29th, for those selected to move forward in the hiring process. One or more interviews will take place in person at the Anoka County Government Center.
Pay & Benefits
Salary: $74,214.40 to $89,065.60 ($35.68 to $42.82 per hour).
2025 Anoka County Salary Schedule Grade 34: $74,214.40 to $103,896.00 ($35.68 to $49.95 per hour).

Work Location
This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
This position is eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
Job Duties and Responsibilities

Provide daily direction and expert level strategic counsel on a wide range of HR programs such as employment, compensation, EEO, training, benefits, personnel records, and employee relations using county policy and procedure to solve issues. Ensure all employment practices comply with federal, state, and local regulations and labor agreements.
Develop and lead the County’s talent sourcing strategy, with a focus on leveraging recruitment tools to source and to build robust talent pipelines for both entry-level and experienced positions.
Direct the team through compensation related requests. Delegate responsibilities such as responding to requests for information, performing classification of jobs, conducting salary surveys, performing market analysis, determining job offer rates, administering the County Performance Based Range Movement (PBRM) and advising management and training on PBRM to ensure the county remains competitive and aligned with the market.
Determine the methods for which job descriptions and postings are updated, maintained, and disseminated ensuring compliance with federal, state and local laws.
