About the role

Do you ever wish the work you did mattered? Really mattered? We are looking for an experienced Project Manager in Disaster Management to help manage federally funded disaster recovery efforts throughout Florida. The person selected for this role will help lead large-scale and resilient disaster recovery and/or mitigation programs in areas impacted by natural disasters. The successful candidate will be responsible for the flawless execution of programs, anticipating and meeting client’s needs and strategically positioning the company’s resources and expertise to grow the business.

The ideal candidate will be a proven Project Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. This position also requires in-depth experience in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) or Community Development Block Grant – Disaster Recovery (CDBG-DR) programs as well as other applicable Federal disaster recovery cross-cutting regulations.

You will work onsite and remotely with senior staff, subject matter experts, and junior staff to support local government clients to provide technical assistance and guidance, develop policies and procedures, and design and implement programs for post-disaster recovery efforts. Responsibilities may also include serving as an expert on policy and regulatory issues, developing written materials and management/job aid tools, managing staff and subcontractors, and working directly with the client to creatively prevent and solve issues.

This is a senior-level position requiring the ability to think on one’s feet and adjust to an ever-changing environment. This position requires significant time working on-site in client offices. The amount of on-site client location work will vary based upon client needs but may range from 40-80% of weekly time. For this reason, we have a strong preference for candidates local to Florida.

Key Responsibilities:

  • Lead the development, coordination, and operation of various large, complex CDBG-DR funded programs.
  • Serve as the direct interface with state/local client agencies, including high-level elected and appointed officials, as well as senior program staff.
  • Lead coordination and control over execution of all program’s activities, schedule, budget and scope including monthly forecasting and project management reporting.
  • Lead all necessary high profile, program-wide public presentations and meetings, subrecipient meetings and government or non-government stakeholders’ meetings.
  • Lead, coordinate and evaluate the performance of all project staff.
  • Monitor program performance status and establish necessary tools for control over programs results.
  • Maintain a complete understanding of all applicable program policies, requirements, procedures, guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for CDBG-DR and similar programs/projects.
  • Ensure all program participants, including subrecipients, vendors, and stakeholders are aware of any policy changes.
  • Manage multiple subcontractors simultaneously.
  • Serve as the key project interface with ICF leadership, delivering updates on milestones/challenges, and using data-driven reporting and analysis to inform decisions.

Minimum Qualifications:

  • Bachelor’s degree.
  • 2+ years of project management experience with federally funded projects.
  • 5+ years of experience managing complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products while managing client relationships and project profitability.
  • 5+ years of in-depth and hands-on knowledge of the CDBG/CDBG-DR programs, regulations, and implementation.
  • Disaster recovery experience at the grantee level or with a consulting firm that has worked directly with CDBG-DR grantees.

Preferred Skills/Experience:

  • Certification as a Project Management Professional (PMP)
  • Experience with FEMA and other disaster recovery funding mechanisms and cross-cutting federal regulations.
  • Business capture and development and proposal writing experience.
