Company Overview
GD Resources LLC is seeking a qualified contractor to provide Annual Medical Gas Testing, Certification, and Master Alarm Testing Services at the Phoenix VA Medical Center campus. This contract will support compliance with applicable engineering policies and safety standards governing medical gas systems in healthcare facilities.
This requirement is a construction-related service activity and does not involve access to VA sensitive information or a security accreditation package.
Project Overview
The selected contractor will perform annual testing, inspection, certification, and documentation of the Medical Gas systems and Master Alarm panels located throughout the Phoenix VA Medical Center campus.
All testing and certification activities must comply with:
Engineering Policy Memorandum No. FS/138-1027
NFPA 99C Medical Gas Systems Standards
CGA G7.1 ANSI Grade “N” Air Standards
Applicable manufacturer recommendations and safety guidelines.
The Medical Gas systems covered include:
Oxygen
Medical Air
Medical Vacuum
Waste Anesthesia Vacuum
Nitrous Oxide
Dental Air
Dental Vacuum
Critical components to be tested and inspected include:
Bulk Oxygen tanks
Medical Vacuum systems
Medical Air systems
Waste Anesthesia Vacuum systems
Oxygen and Nitrous Oxide H-tank supply manifolds
Master alarm signal panels
Area alarms
Automatic pressure switches
Shutoff valves
Flexible connectors
Medical gas outlets and inlets
Contractor Qualifications
The Prime Contractor must:
Have completed NFPA 99C Medical Gas Certifier training
Provide current certification of qualifications
Utilize certified and calibrated testing equipment
Employ certified inspectors trained in Medical Gas testing and certification
Provide documentation of all personnel certifications to the Contracting Officer Representative (COR) prior to work commencement.
Scope of Work and Responsibilities
Medical Gas Outlet Testing
The contractor shall test 100% of Medical Gas outlets and inlets in the following buildings:
Building 1 – Phoenix VA Medical Center (Main Building)
Building 8 – Ambulatory Care Center
Building 16 – Community Living Center
Building 29 – Dental Clinic
Testing activities shall include:
Flow rate verification at each outlet
Static pressure measurement
Purity testing for Oxygen, Medical Air, and Nitrous Oxide
Suspended particulate testing
Leak detection
Visual inspection for damage
Minimum performance standards include:
Oxygen, Medical Air, Nitrous Oxide: ≥100 LPM flow
Surgical outlets: ≥142 LPM flow
Medical Vacuum outlets: ≥85 LPM flow
Static pressure: 50–55 PSI
Medical Vacuum: minimum 12 inches Hg
Oxygen and Nitrous Oxide purity: ≥99%
Medical Air Quality Testing
Medical Air outlets and compressors must conform to CGA G7.1 ANSI Grade “N” Air Standards, including testing for:
Carbon dioxide
Sulfur
Nitrous fumes
Carbon monoxide
Oil concentration
Dew point
System Component Inspections
The contractor shall inspect and test:
Flexible connectors
Nonstationary booms and articulating assemblies
Zone, riser, source, and mainline valves
Oxygen bulk tank set points
Leak detection at all applicable joints and outlets
Alarm Panel Testing
Annual operational testing shall be conducted for Medical Alarm Panels located at:
H117 – Graphic Room (Boiler Plant)
H107 – Maintenance Supervisor Office
E100A – Operators Room
