SUMMARY

The City of Charlotte’s Department of General Services is seeking a seasoned and strategic Senior Engineering Project Manager to join the Consultant Project Management Program within the Engineering Services Division. This senior-level role is ideal for project
management professionals who excel at managing consultant-led design projects, mentoring staff, and delivering high-impact transportation infrastructure.
This is a unique opportunity to lead the design and delivery of complex capital projects while also being responsible for leading and mentoring staff.

Major Duties and Responsibilities:

  • Lead and manage consultant-designed transportation infrastructure projects from planning through design and delivery.

  • Supervise and mentor professional and paraprofessional engineering staff.

  • Provide technical guidance and quality oversight for consultant work products.

  • Serve as a liaison between the city, consultants, contractors, and the public.

  • Support the Program Manager in program planning, budgeting, and administration.

  • Apply advanced project management principles to deliver high-visibility, multi-faceted capital projects.

  • Coordinate with state and federal agencies on projects with alternative funding sources.

  • Represent the division on interdepartmental and external committees related to transportation planning and design.

  • Manage project budgets, schedules, and public engagement strategies.

  • Ensure compliance with City standards, policies, and regulatory requirements.

Knowledge, Skills & Abilities:

  • Strong leadership and mentoring skills

  • Deep understanding of transportation engineering principles, industry and local design standards, and experience with consultant project management

  • Excellent communication and stakeholder engagement abilities

  • Proficiency in Microsoft Office and Adobe; project management software experience preferred

  • Ability to manage complex projects with minimal supervision

Preferred Qualifications:

  • 10+ years of progressive experience in municipal engineering.

  • Supervisory experience and demonstrated success in leading project teams.

  • Professional Engineer (PE) license in North Carolina preferred.

Minimum Qualifications:

  • Bachelor’s degree in Engineering or a related field.

  • At least 5 years of relevant experience (or 3 years with a Master’s degree).
