JOB SUMMARY:
The Director of Student Services provides leadership and strategic direction for the development, coordination, and implementation of comprehensive support services that enhance student well-being, engagement, and success across the school district. This includes but is not limited to special education, Section 504, school counseling, health and wellness, mental health services, student attendance and discipline, behavior intervention, crisis response, and equity and inclusion initiatives. The Director ensures compliance with all state and federal laws, including the Individuals with Disabilities Education Act (IDEA), and is responsible for the planning, budgeting, and management of the IDEA grant to support eligible special education programs and services. The Director also works in collaboration with school administrators, families, and community partners to ensure that all students regardless of background or circumstance have access to the support systems they need to thrive academically, socially, and emotionally.
QUALIFICATION REQUIREMENTS:
- Must hold or be eligible for Principal/Assistant Principal certification in the State of Delaware
- Master's degree in Educational Leadership, Administration, or related field required
- Minimum of five (5) years of successful administrative or leadership experience required
- Possession of, or eligibility for, Certified School Personnel certification in the State of Delaware preferred
- Strong leadership and organizational skills
- Knowledge of student services programming, including counseling, mental health, behavior support, attendance intervention, and crisis response
- Understanding of federal and state regulations related to student rights and discipline
- Excellent communication, decision-making, and problem-solving skills
- Commitment to diversity, equity, and inclusion
- Expertise in using data to drive decision-making and evaluate program effectiveness
- Demonstrated knowledge and experience in managing federal education grants, particularly the IDEA grant, including budgeting, compliance monitoring, reporting, and alignment with federal and state regulations.
- Proven ability to develop and oversee grant applications, ensure allowable use of funds, track expenditures, and lead audits or compliance reviews.
- Familiarity with special education funding structures, cost allocation, and collaboration with finance and program staff to ensure fiscal responsibility and program integrity.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supervise and coordinate all student services programs, including counseling, health, mental health, school psychology, social work, Section 504, special education, and behavior intervention.
- Lead district-wide efforts to promote academic achievement and social-emotional development through student-centered and equity-driven initiatives.
- Oversee the hiring, evaluation, and professional development of related services personnel.
- Develop and manage the annual IDEA (Individuals with Disabilities Education Act) grant application and budget in accordance with federal and state requirements.
- Ensure accurate and timely submission of IDEA-related reports, data collections, and documentation to state agencies.
- Monitor IDEA fund usage to ensure compliance with allowable expenditures and alignment with district priorities, including equitable service delivery for students with disabilities.
- Collaborate with finance, special education staff, and program evaluators to track expenditures, maintain fiscal accountability, and evaluate program effectiveness.
- Lead internal audits and coordinate external compliance reviews related to the IDEA grant and student services.
- Oversee the preparation, verification, and submission of special education funding documents required for unit count reporting to ensure accuracy, compliance with state regulations, and maximization of funding allocations.
