The analyst will work independently with minimal supervision, leveraging extensive judgment and creativity to recommend strategic system improvements and troubleshoot system challenges.
Key Responsibilities
- Lead strategic analysis of business systems and requirements, aligning IT solutions with long-term program goals and documenting solution options, risks, and cost/benefit analyses (e.g., ROI, buy/build).
- Serve as liaison between business stakeholders and IT teams (architecture, delivery, sustainment), ensuring clear communication of requirements and priorities.
- Perform business process reengineering and support adoption of new technologies through detailed process mapping and workflow optimization.
- Gather, document, and validate business and functional requirements by collaborating with internal teams and external vendors; ensure traceability throughout the development lifecycle.
- Design and execute User Acceptance Testing (UAT) by preparing test cases, reviewing results, and validating system functionality against requirements.
- Troubleshoot and consult on complex system problems, propose effective resolutions, and support change management initiatives across WIC MIS and EBT transition programs.
- Develop training materials and conduct training sessions for end-users, ensuring system modules are understood and properly utilized.
- Provide in-depth reviews of vendor deliverables, dual participation records, technical documents, and user communications, offering constructive feedback and ensuring alignment with business goals.
Preferred Qualifications
- 8+ years of business analysis experience in complex IT environments.
- 5+ years of experience working between business and technical teams.
- Extensive expertise in User Acceptance Testing (UAT), including test planning, execution, and validation of business solutions.
- Strong background in data analysis and requirements gathering.
- Familiarity with public sector or healthcare systems (e.g., WIC, EBT).
- PMP or other project management certification is a strong plus.
- Experience using business analysis tools and methodologies.
- Familiarity with EBT systems or large-scale MIS transitions.
