Senior consultant / evaluator in the sector of international development

In order to strengthen our Paris team, we are looking for a motivated and passionate person wishing to work as a senior consultant in public sector consulting (minimum 5 years of experience), with a focus on evaluation in the field of international cooperation for development and humanitarian responses.
More specific skills will be particularly appreciated among the following themes: responses to humanitarian crises, stabilisation and peace-building in fragile and conflict-affected contexts, migration, adaptation to the effects of climate change, biodiversity, gender and health, food security and agriculture, WASH or private sector development.

Your profile

The candidate must hold at least a Master's degree (international relations, political science, international development, etc.).
Successful professional experience in the field of development at policy/programme or project-level is required. For example, previous experience with bilateral or multilateral donors, international organisations, IFIs, NGOs, consulting firms, or think tanks. Preexisting knowledge of concessional and non-concessional funding mechanisms in international cooperation is required. Experience with the EU, in particular DG INTPA or DG NEAR, will be considered an asset.

It is expected that the candidate will be proficient in qualitative analysis methods (interviews, literature analysis, etc.) and/or quantitative ones,; public policy evaluation methods (intervention logic diagram, theory of change, cost-benefit analysis, etc.); capitalization methods and impact study methods. Experience in organizing, managing and facilitating workshops and training will be considered an asset.
The candidate must have excellent communication skills and openness, enjoy working in a team and an appetite for multicultural contexts.
The candidate must be fluent in French and English as we are an international firm working for international clients, and on projects involving our consultants from the various offices of the Technopolis group. Knowledge of additional languages (Arabic, Chinese, Hindi, Portuguese, Spanish etc.) is an asset.
The candidate must be willing and able to travel to various contexts, such as Sub-Saharan Africa and MENA, for field visits (no more than every 6 weeks)

Your responsibilities

The role of the senior consultant will be to conduct complex public policy evaluation missions, advice and studies: evaluation of programs, projects; support for the establishment of monitoring and evaluation systems, feasibility studies of programs, funds, and financing windows, prospective studies, etc.
Our main clients are located in France (Ministry of European and Foreign Affairs, Ministry of Finance, AFD, PROPARCO, Expertise France), in Europe (European Commission, EIB, Enabel, Luxdev, etc.) and internationally (UNESCO, AFDB, IADB, WB, OECD, CARICOM…).
The senior consultant is a driving force in the company's business development activities (writing responses to calls for tenders). The senior consultant will manage project teams (with project management support at the start) and will be called upon to collaborate with Technopolis Group consultants from all of our offices in Africa, Colombia and in Europe.

Our offer

The salary will be defined according to the experience of the candidate and will be between 45 and 50k euros / year gross + annual bonus based on performance. The candidate must be located in Paris, but we offer the possibility of teleworking 2 days a week.
