Overview
The Aviation Assistant Director of Capital Development serves as operational and financial subject matter expert to maintain airport system as an award-winning airport in the aviation industry. Must have the ability to collaborate with all stakeholders to solve day to day problems with innovative solutions while empowering managers to use high levels of problem solving and deductive reasoning. Supports the Deputy Director of Capital & Infrastructure in managing and overseeing capital projects and initiatives within the organization. This role involves coordinating with various stakeholders, ensuring project alignment with organizational goals, and overseeing the planning, execution, and completion of capital development projects.
Essential Functions
1 Oversees, plans, administers, and assists in the management of the aviation division and its operations.
2 Manages multiple Senior Managers, ensuring alignment with overall Airport System goals to enhance operational efficiency.
3 Reviews, evaluates, and tracks budget allocation, employee assignments, objectives, and performance of subordinate managers and supervisors.
4 Coordinates airfield and airside programs and resource allocations with department executives, airlines, and executives or management in other departments.
5 Oversees planning, design, engineering, program and construction management, and manages internal resources and contractors.
6 Leads the capital planning process and ensures it advances the highest priority projects while maximizing potential funding from all sources. Evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions.
7 Reviews and approves personnel actions including hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.
8 Manages and coordinates special research requests, CIP projects, and other airport and aviation initiatives; coordinates responses to the City Manager or City Council to provide accurate and timely results.
9 Oversees, assists, administration of the department including department's operating budget; recommends changes to Director to resolve budgetary problems.
10 Identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication and accountability.
11 Represents the City at local, state and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.
12 Performs any and all other work as needed or assigned.
Knowledge, Skills and Abilities
1Knowledge of business principles, practices, and techniques used in department management.
2 Ability to plan, assign, train, direct, and evaluate clerical/administrative, trade/technical, or professional employees.
3 Knowledge of business management principles, practices and techniques.
4 Ability to manage unit/program activities. Ability to establish and obtain operating goals and objectives for unit.
5 Project management skills.
6 Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.
7 Experience with developing and administering budgets.
8 Communicating effectively orally and in writing.
9 Establishing and maintaining effective working relationships.
10 Monitors industry trends and implements best practices.
Education
Bachelor's Degree or higher in Airport Management or Planning, Aviation, Business, Engineering, or related field.
Experience
Seven (7) years in Airport Capital Planning, Airport Capital Delivery, Engineering, Asset Management & Engineering Services.
Experience in construction management and capital improvement in an airport environment.
Certification and Licenses
