Occupational Safety Specialist, Contractor Safety

Argonne National Laboratory (ANL) is actively seeking a highly skilled and experienced professional to fill the critical role of Occupational Safety Specialist, Contractor Safety within the Worker Safety and Environment (WSE) Division of the Environment, Safety, Health (ESH) Directorate. As a key member of the Occupational Health and Safety (OHS) Group, you will play a pivotal role in ensuring the safety and well-being of ANL’s contracted workforce who engages in a wide variety of endeavors involving a spectrum of risk, including but not limited to construction activities. This work takes place on Argonne’s main campus in Lemont, IL, as well as remote locations across the United States or on rare occasions, internationally.

This position offers an autonomous atmosphere, requiring you to frequently devise tailored solutions for unique challenges and formulate policies aligned with Department of Energy (DOE), OSHA, and other codes and standards including industry best practices. CORE RESPONSIBILITIES:

• Provide ESH safety subject matter expertise to ANL and subcontractor staff on technical matters related to the implementation of ANL’s Contractor Safety Program, including occupational/industrial safety, construction safety, industrial hygiene, and environmental protection.
• Interface and communicate with executive management, line management, and DOE counterparts through the delivery of presentations, discussions, and reports related to ESH performance of ongoing contract work.
• Serve as an independent ESH subject matter expert to review, approve, and provide oversight of on-site and off-site contractor activities of all risk levels. This includes reviewing ESH terms and conditions within contracts, contractor safety plans, and job/activity safety analyses to ensure compliance with applicable ESH regulations (10 CFR 851, 29 CFR 1910/1926, as appropriate).
• Some work will involve serving as the ESH Point of Contact for designated offsite construction activities, including providing field support.
• Attend plan of the day meetings, perform pre-job reviews, provide constructive feedback, and influence a positive safety culture.
• Conduct routine field walk-downs and job site inspections on assigned projects.
• Develop and provide contractor safety training to various organizational units and subcontractors.
• Participate in accident/incident debriefings, investigations, and causal analyses.
• Track and assess data to identify trends, collaborate with others to pinpoint risk reduction opportunities, and track corrective actions to completion.
• Respond to staff, technical representatives, and subcontractor inquiries and requests for assistance on ESH matters.
• Collaborate with members of our research community to create safe working conditions in a variety of environmental settings.

Position Requirements

POSITION REQUIREMENTS:

• Demonstrated commitment to providing timely and competent customer service, with a willingness to travel and engage directly with customers at their work locations.
• Possess in-depth knowledge of occupational/industrial and construction safety requirements, a comprehensive understanding of applicable DOE and OSHA regulations, and awareness of other relevant codes and standards including industry best practices.
• Ability to quickly acquire general technical expertise and knowledge pertaining to the operational aspects and safety challenges within the framework of 10 CFR 851 – DOE Worker Safety and Health Program.
• Proven experience in reviewing pre-bid documentation, vendor proposals, and post-award contractual documents and plans for compliance with regulatory requirements.
• Extensive background in safety oversight, encompassing general and specialty contractors, with a track record of providing vigilant supervision from the prime contractor through all tiers of subcontractors involved in the work being performed.
