Job Opening:
The Department of Environmental Protection seeks applicants for an Environmental Analyst III - Remedial Project Managers (RPM) within the Bureau of Waste Site Cleanup (BWSC), in the Division of Federal Grant Programs to perform the following duties:
Position Overview:
The Environmental Analyst III (EA III) will serve as Remedial Project Manager (RPM) and/or assistant RPM responsible for State oversight of complex site assessment and remediation projects at federal Superfund sites and/or Department of Defense sites to ensure that the assessment and response actions meet the stated objectives and the requirements of federal and state laws and regulations. The EA III may also manage long-term remedy operation, maintenance, and monitoring programs at State-managed Superfund Sites.
Responsibilities will include reviewing and providing comments on technical plans, analytical data, reports and legal documents related to the investigation and assessment of the nature and extent of contamination, human health and ecological risk, and the development, evaluation, and implementation of remedial measures at federal sites; representing MassDEP at meetings with project teams and stakeholders; and working collaboratively with internal and external project stakeholders to accomplish project objectives. The EA III will work under the supervision of more experienced staff and will help to ensure that the state’s interests in assessment and cleanup of federal sites are represented.
Depending on workload considerations and the qualifications of the successful candidate, the EA III may serve as an assistant RPM for one or more sites managed by another RPM and/or as a RPM for one or more sites. The assigned sites may include Superfund National Priorities List (NPL) sites where EPA, DOD or other responsible party (RP) is the lead entity performing the assessment/response actions; NPL sites where MassDEP has assumed responsibility for long-term operation, maintenance, and monitoring; or Formerly Used Defense Sites managed by DOD. The Federal Sites to be managed may include hazardous substance sites and munitions response sites.
Duties may include, but are not limited to the following:
- Serve as RPM and/or assistant RPM for multiple Massachusetts Federal Sites.
- Review and evaluate work plans, sampling plans, and quality assurance project plans (QAPPs) to determine whether the objectives and scopes of work are appropriate and reasonable for the site.
