Overview

LMI is seeking an experienced Deputy Program Manager / Operations Lead to support the delivery of next-generation software capabilities for U.S. Army modernization initiatives. This position requires an Active Secret security clearance.

Reporting to the Technical Program Manager (TPM), this role serves as the operational backbone of the program, ensuring that staffing, financial management, contract administration, reporting, governance, and day-to-day business operations are executed efficiently so technical teams can remain focused on delivering mission-critical software. 

The Deputy Program Manager will coordinate across corporate functions, Army stakeholders, subcontractors, and internal program leadership to ensure program execution remains aligned with contractual requirements, financial objectives, and organizational priorities. Working alongside Technical Program Managers, Product Owners, Engineering Leads, Scrum Masters, software engineers, and Army stakeholders, you'll help build the operational foundation that allows innovative software solutions to move quickly from development to deployment.

Responsibilities

Program Operations & Governance 

  • Support the Technical Program Manager in executing day-to-day program operations across multiple software development workstreams.  
  • Develop and maintain program management plans, integrated schedules, operational dashboards, and governance artifacts.  
  • Coordinate program reviews, status meetings, leadership updates, and customer engagements.  
  • Monitor program performance across cost, schedule, staffing, deliverables, and operational metrics.  
  • Develop and maintain standard operating procedures (SOPs), operational playbooks, templates, and governance documentation.  
  • Coordinate contract deliverables and reporting requirements to ensure timely, accurate submission.  

Business & Financial Operations 

  • Manage day-to-day contract operations, including financial tracking, invoicing coordination, subcontractor administration, procurement support, and funding visibility.  
  • Track program budgets, labor utilization, burn rates, staffing forecasts, and financial performance.  
  • Coordinate with corporate finance, contracts, recruiting, procurement, and security teams to support successful program execution.  
  • Prepare monthly financial reports, operational summaries, and executive dashboards for program leadership.  
  • Identify financial, contractual, and operational risks while recommending mitigation strategies.  

Staffing & Resource Management 

  • Coordinate recruiting, hiring, onboarding, and staffing activities across the program.  
  • Track resource utilization and forecast future staffing requirements.  
  • Support personnel onboarding, training coordination, and workforce planning.  
  • Monitor administrative compliance activities, including time reporting, training completion, and required documentation.  
  • Foster strong collaboration between LMI employees, subcontractors, and customer organizations.  

Communications & Executive Reporting 

  • Prepare executive briefings, decision memoranda, monthly status reports, and customer-facing presentations.
