POSITION OVERVIEW:
Reporting directly to the EVP of the Capital Program, the Vice President will provide subject matter expertise in architecture, engineering, and construction, by leading the desktop audits of change orders, conducting audits related to construction operations and internal controls, and participating in construction risk assessments. The successful candidate will have experience auditing and reporting on construction costs including operational/financial/non-financial information, contract compliance, and project reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Ensure that the Contractor/Vendor has fulfilled their contractual obligations and EDC has received appropriate value in a competitive bid process and construction management projects.
- Perform field audits to physically verify vouchered amounts and evaluate the quality and progress of work.
- Conducts audits as necessary, drafts high quality reports and other communications.
- Conduct desktop audits of change orders (change directives, Engineering change notices, field change requests) to assess accuracy and reasonableness. Additionally, review non-competitive bids to ensure that costs are reasonable.
- Verify that the work in a change order is not duplicative of the scope of the original contract or other change orders, that the work is necessary and conforms to the contract documents (e.g. RFI responses, revised drawings, or specifications) and unit costs in the case of unit price contracts.
- Review and analyze change orders and vouchers for accuracy of contractors’ prices, labor billing rates, construction quantities, equipment billing rates, billing methods and insurance and bonding percentage calculations.
- Develop and track metrics for change order reviews. Identify themes and root causes associated with change orders and construction management.
- Verify compliance with prevailing wages as prescribed by the NYC Comptroller's office.
- Perform Local Law 220 & Davis Bacon compliance checks during desk and field audits, as needed.
- Analyze and review contractor labor billing rates, equipment billing rates, billing methods/models and other billing information.
- Lead review, analysis, and summary of construction claims and audits.
- Identify, summarize, and report suggestions to Senior Leadership on cost savings measures and potential improvements to contractual, operational, and business processes.
- Engage in hiring and recruitment efforts as the team expands.
- Provide feedback to staff on performance and mentor new members of the Construction Audit Unit, as necessary as the team expands.
- Train staff on issues related to change orders, themes discovered, root causes, etc.
- Perform field audits to physically verify vouchered amounts and evaluate the quality and progress of work.

QUALIFICATIONS:
- Bachelor’s degree in Engineering, Architecture, or Construction Management.
- Experience with and knowledge of Project Management software, Estimating Programs, and design document review.
- Knowledge and fluidity in Microsoft Office: Word, Excel, and PowerPoint
- Knowledge of construction management, construction cost estimating, and construction scheduling.
- Minimum 8 years of experience with design and construction audits, reviews, or assessments of construction risk areas: change orders, general conditions, material costs, labor costs, equipment costs, and bid processes.
- Strong knowledge of applicable laws, regulations, codes, policies, engineering standard practices, and business/operational practices of the construction industry.
