The Massachusetts Department of Public Health (DPH) is seeking a dynamic Deputy Budget Director.  This position plays an essential role in supporting the Chief Financial Officer and collaborating with the Budget Director to manage fiscal activities within the department. The Deputy Budget Director's responsibilities encompass a wide range of tasks, from providing projections to guiding staff in both planning and managing spending plans. The incumbent shall represent the department in various meetings, acting as a liaison with external offices. They shall manage diverse accounts, including state funding, federal grants, and trust accounts, which require a keen understanding of the distinct regulations governing each funding source. Your role involves not only ensuring compliance but also developing strategies to maximize fiscal flexibility.  Additionally, this role will serve as the fiscal manager of the CDC funded Public Health Infrastructure Grant. 

The Deputy Budget Director's influence extends to the development of department-wide financial systems, supporting bureau leaders, and providing essential resources and training to Administration and Finance (ANF) Directors. With a focus on meeting deadlines, completing deliverables, and fostering effective communication within their team, they shall contribute significantly to the department's financial success and its ability to address unforeseen challenges.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Monitor payroll transactions, projecting payroll needs and collaborating with ANF teams to identify funding solutions for critical employees.
  • Provide oversight for major office budget planning across multiple bureaus, ensuring consistency and accuracy.
  • Collaborate with the Budget Director in collecting and presenting crucial information for budget development, working closely with oversight analysts from Executive Offices, and House and Senate Committees on Ways and Means.
  • Manage fiscal activities for diverse accounts, including state funding, federal grants, retained revenue, trust accounts, and interagency service agreements, ensuring compliance with regulatory, fiscal, and programmatic requirements.
  • Guide and direct staff in planning and managing spending plans under the direction of the CFO and Budget Director.
  • Assist in establishing, continuing, or sun-setting various funding sources, such as Trusts, Retained Revenue Accounts, Federal Grants, and state appropriations, providing support to Bureau leaders and ANF teams.
  • Develop strategies to maximize flexibility in fiscal resource management, contributing to overall financial efficiency.
  • Support the Budget Director in developing department-wide financial systems and processes to ensure consistency and accuracy across all DPH Bureaus/Offices.
  • Provide essential resources and training to ANF Directors and their staff within each Bureau of the Department.
  • Assist in developing contingency plans to address spending shortfalls or unforeseen public health needs.

  • Innovative and task-oriented approach.
  • Organization skills, attention to detail and the ability to juggle multiple projects and priorities and to delegate effectively.
  • Understanding of systems governing infrastructure, operational management and policy development.
  • Excellent communication and presentation skills.
  • Ability to analyze and determine the applicability of program data, to draw conclusions, and to make appropriate recommendations. 
  • Knowledge of the principles, practices, and techniques of supervision.
