Monroe Group is looking for a Portfolio Certification Specialist to join our team!
We are seeking an experienced Portfolio Certification Specialist in the Denver, CO area. Monroe Group, Ltd is a leading property management company specializing in affordable multi-family and senior / disabled housing.
The Portfolio Certification Specialist is responsible for completing assignments associated with qualifying existing households for the LIHTC program during the initial acquisition phase, while adhering to regulations established by the Internal Revenue Service and the applicable state agency. The primary objective of this position is to support, improve and maintain the communities program compliance by the ability to create, edit, compile, and retrieve household files for completion, generate reports, and maintain a complex database entry system.
The Details:
- Responsible for training, assisting, completing and managing program compliance during the initial qualification stages of acquisition rehab. This includes qualifying existing households and applicant households in a diligent effort to maximize LIHTC delivery.
- Ability to carry-out an approved action plan based on the compliance needs of the assigned site and effectively collaborate, adapt and support such action plan with the Community Manager, Regional Manager, Regional Compliance Specialist, Director of Compliance, Director of Operations & Director of Acquisitions.
- Ensure the property is working with corporate compliance, employs the correct leasing forms and procedures as set forth by HUD and applicable state agency mandates. Complies with applicable leasing laws while on-site.
- Work with assigned site to ensure all certifications are completed in accordance with program regulations, in preparation for LIHTC delivery as outlined in applicable Regulations or Agreements during the initial acquisition phase, or scheduled program file audit. For assigned projects, ensuring that households are eligible and that documented eligibility is 100% compliant with policies and procedures established by Monroe Group and with applicable program regulations; including but not limited to the IRS, HOME, BOND and HUD.
- Assist property with resolution on identified audit deficiencies for any first-year file reviews conducted by investors and/or state agencies, by recognized deadline, when needed.
- Work with Corporate Regional Compliance Specialist to develop action plans for non-compliant issues when needed.
- Assure that all first-year files have been copied and filed in accordance with the established policies and program regulations on assigned projects
- Completes and maintains lease files for each rental, and ensures all files contain required documentation outlined in the established Perfect File Setup
- Remains current on and compliant with policies and laws affecting the marketing and leasing of the property, including The Authorities Leasing Agreements and Addendums, Landlord Tenant code, Fair Housing laws, and other applicable laws
- Review tenant files as needed. Does not have the authority to approve, dispute or override any third-party file review team without the approval of the Regional Compliance Specialist
- Assists in 100% occupancy lease up on new acquisitions, including marketing and leasing vacant units, establishing transfer protocol with program and state regulations, negotiating with over income households, processing reasonable accommodations and risk management issues as needed
