The Opportunity

The Senior Regulatory Counsel will provide legal advice and counsel to the District of Columbia Housing Authority (“DCHA” or “Authority”) and ensure that the legal interests are protected in compliance with relevant codes, regulations, and federal and local laws.

 

What to Expect From This Opportunity

• Provides support and assistance to public housing staff and supervisors to discuss general public housing matters or systematic issues or problems that need resolution
• Provides both general and specific experience and advice to the Associate and Assistant General Counsels, paralegal staff, and outside counsels providing legal assistance in public housing and HCV legal matters. At the request of the General Counsel, provides such advice and assistance to the Associate and Assistant General Counsels on legal and technical questions arising in public housing and HCV matters as well as any other matters requested by the General Counsel
• Provides oral and written legal advice; analyzes complex problems
• Conducts investigations and legal research of laws, legal opinions, policies, regulations, legal texts and legal issues, analyzing the factual and legal issues involved, explaining the application of legal principles and precedents to obtain evidentiary data and recommend an agency course of action; and justify recommendations or conclusions
• Renders legal advice and services with respect to questions, regulations, practices or other matters
• Advises on procurement and contracting matters, including but not limited to compliance with federal and local procurement requirements, development of policies, and drafting/revising contracts to comply with legal requirements

• Advises junior attorneys on matters pertaining to fair hearings and appears on behalf of DCHA in fair hearings and other administrative hearings

 

Minimum Qualifications

• Juris Doctorate (J.D.) required
• Must be a member of the District of Columbia Bar
• At least six (6) years of progressively responsible and relevant legal experience
