Raytheon Technologies has an excellent opportunity within the Proposal Excellent Team for a Manager, Strategic Proposal Lead. This growth opportunity will provide an ambitious individual with the ability to interface and partner with Program Office, Supply Chain and Estimating Leadership during pursuits of new and follow-on business.
In this dynamic and fast paced environment, this candidate will be managing proposals including shaping proposal strategy, aligning key functions through the lifecycle including transition to the execution team and entrance into the Centralized Proposal Team.
What You Will Do:
Collaboration & Communication
Communicate effectively with all levels of leadership to gain consensus on RFP strategies and ensure proposal compliance.
Maintain clear and concise written and verbal communication with cross-functional teams, including Programs, Operations, Quality, and Engineering.
Provide regular updates to internal customers on RFP strategies, issues, concerns, and status of completion.
Track and monitor supplier proposal status to ensure adherence to Raytheon RFP requirements.
Engage in proactive follow-ups and escalate issues to ensure proper resource allocation and successful task execution.
Strategic Influence & Proposal Management
Lead and manage proposal kickoffs while offering strategic support throughout the proposal lifecycle.
Develop and implement strategies to ensure supplier proposals meet RFP requirements and align with customer deadlines.
Analyze large data sets to support Strategic Business Units in the development of quoting strategies for prime proposal submissions.
Support data analytics and strategy during the proposal and customer negotiation process.
Oversee post-proposal activities such as Request for Information (RFIs), SWEEPs, and other post-submittal actions.
Supplier Strategy & Collaboration
Partner with the Long-Term Agreement (LTA) Lead to incorporate proposal requirements into supplier LTAs, reducing proposal cycle times and improving procurement efficiency.
Collaborate with Commodity Teams to align supplier strategies with proposal requirements and ensure valid and timely quotes are available.
Organizational Skills & Time Management
Manage multiple proposals simultaneously, demonstrating exceptional organizational and prioritization skills.
Work independently with minimal supervision, exhibiting self-sufficiency and requiring little to no ongoing training or coaching.
Maintain a strong sense of urgency and ensure timely follow-up on stalled tasks to drive results.
Technical Knowledge & Industry Understanding
Leverage expertise in defense industry procurement processes, including COTS, drawings, complex assemblies, and TINA compliance.
Utilize prior buying experience to support proposal efforts and procurement execution.
Issue RFQs of varying complexities and ensure successful RFP outcomes.
Problem-Solving & Stress Management
Effectively manage pressure from multiple sources while maintaining a collaborative and solution-focused approach.
Drive programs to provide necessary information and avoid delays in execution.
Maintain composure and a proactive mindset under time-sensitive and high-stress conditions.
Qualifications you Must Have:
Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years’ experience.
Experience working in the Department of Defense (DoD) Aerospace & Defense industry
Experience with Federal Acquisition Regulation (FAR), Part 15 requirements
