Who We Are
HII - Mission Technologies is seeking a full-time Site Lead for the Division of Strategic Information (DSI) in the U.S. Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) effort under HII’s Decisive Mission Actions and Technology Services (DMATS) task order. This individual will work full-time on-site in Woodlawn, Maryland, and may travel up to 10%. This CMS effort provides technology development, threat analysis, operations integration, training support, data analytics support, and technology transition assistance and consists of four lines of effort: Insider Threat (InTh), Supply Chain Risk Management (SCRM), Committee on Foreign Investment in the United States (CFIUS), and Defensive Counterintelligence (DCI) technology capabilities.
What You Will Do
- Provide on-site leadership across all four lines of effort and report to the Project Manager (TDL Lead).
- Provide management and oversight of all activities and serves as the primary customer interface at the site.
- Responsible for managing and overseeing the activities of all contractor personnel. Provide direction, administration, and lead execution of the overall effort.
- Oversee the implementation of a training and awareness plan consistent with industry best practices across the CMS portfolio for InTh, SCRM, CFIUS, and DCI programs.
- Provide and manage expert support in the tactical execution of the four lines of effort across the 7 tasks.
- Oversee the development of a marketing and branding strategy to develop, deliver, and maintain outreach and a marketing strategy for the CMS InTh, SCRM, CFIUS, and DCI programs.
- Monitor the progress of the outreach and awareness program efforts through polling surveys, tailored outreach, and employee engagement.
- Support CMS InTh, SCRM, and DCI workshops and conferences in-person at CMS headquarters.
- Collaborate with technical personnel on defining the most effective methods to conduct risk assessments on free open-source software (FOSS), software code, open-source software applications, commercial-off-the-shelf (COTS) software, and government-off-the-self (GOTS) software.
- Oversee defensive counterintelligence threat analysis to maintain situational awareness of the threat and cyber threat intelligence information.
- Oversee Insider Threat analysis to ensure CMS leadership maintains situational awareness of threats and cyber threat intelligence information.
- Oversee the assessment supply chain risks and provide all-source analysis and reports of vendors to aid the decision-making process and acceptable risk boundaries.
- Oversee efforts to expand current InTh, SCRM, CFIUS, and DCI threat analysis capability and related processes. The contractor shall maintain and expand the current InTh, SCRM, CFIUS, and DCI guidance.
