We’re seeking a passionate Director, Chief Solutions Architect who will play a pivotal role in leading our programs, supporting our business development and capture teams, specializing in crafting technical and business solutions for opportunities and pursuits specific to Health and Human Services, Civilian Services and/or Defense missions. This role demands hands-on business and technical solutioning, (technical and strategic) team leadership, proposal writing, and maintaining up-to-date awareness of digital trends. The ideal candidate will define problem statements, collect program challenges, perform hands-on contributions, and develop the best solution by facilitating discussion and collaboration with both internal stakeholders and external partners. 


Responsibilities: 

  • Lead solutions architecture, technical design and strategy on a program(s), ensuring our program teams and customers are successful, driving business objectives and making lives better for Americans. 
  • Lead the development of innovative and effective solutions that are both compliant and compelling, based on your analysis of customer RFP requirements, for mid to large-size programs across Health and Human Services missions.  
  • Leverage deep experience in the business operations and systems integration within Health and Human Services to develop opportunity needs/pain points, expected outcomes/impacts/benefits, and solutions. Develop winning solutions including innovative business operations, services, features, and/or technologies. 
  • Collaborate with cross-functional team members including product, HCD, engineering, and data science leaders to provide comprehensive agile solutions including the analysis, design, development and operation of enterprise systems and services.  
  • Develop narrative responses to market surveys, RFIs, RFPs, and white papers to present your solution and position it as a winning value proposition. 
  • Create detailed technical designs, make informed decisions on product and vendor selection, and develop applications and detailed technical architectures. Lead proposal writing for technical sections where you describe our proposed technical solutions and services / features for Data Analytics, AI/ML, Data Exchange / Data Pipeline, Application Development, and API implementation. 
  • Act as a hands-on solution architect, being the final-tier SME for designated responsible areas, ensuring that our solutions are feasible, practical, and innovative. 
  • Work closely with subject matter experts (SMEs), CTO and technical leads, and partners to refine and improve solutions, ensuring they align with client needs and our strategic objectives. 
  • Collaborate with senior leadership and the business development department to strategize, write, and develop proposals that drive business growth and meet the needs of our government clients. 
  • Serve as the technical lead or technical volume lead for RFP responses 
  • Work closely with key stakeholders (customers & teams), industry partners, and decision-makers to optimize IT governance and decision-making processes, adapting as the business context and technological landscape evolve. 
  • Stay updated on emerging digital and business trends. Collaborate with other business leaders to integrate digital opportunities into our business strategy, ensuring we remain at the forefront of technological advancements. 
  • Develop and maintain new and existing business critical relationships at Centers for Medicare & Medicaid Services, with a special emphasis at the Office of Information Technology (OIT). 
  • Closely mentor and coach technical staff to help them achieve more than they could on their own, helping them to become better engineers and collaborators.

Requirements

Required Qualifications: 

  • A Bachelor’s degree in Computer Science, Engineering, or a related technical field. With ten years of general information technology experience and at least four years of specialized experience, a degree is not required. 
  • A proven track record of relationships at CMS, with a special emphasis at the OIT.
