The Global Security and Intelligence Center (GSIC):

  • The GSIC, Regional and Local Control Rooms where applicable will provide comprehensive physical security monitoring for threats to the firm’s assets, employees, and customers. The GSIC will monitor the access control system, intrusion detection and panic alarm systems for threats and will use the systems and CCTV systems to initiate and coordinate a security response to security and safety incidents or crisis events.
  • The GSIC will also execute disruptive, targeted and executive threat monitoring plans following the CSIS Intelligence Threat Monitoring Procedures. The GSIC will also engage and leverage the CSIS Strategic Intelligence team to enhance situational awareness of threats to Citi facilities and people, as well as context when dealing with disruptive events or crises.
  • The GSIC will execute the CSIS verbal threats and workplace violence programs and serve as the primary intake utility for reporting of security threats and incidents by Citi employees, contractors and other stakeholders.
  • The GSIC will record all incidents handled and will produce ongoing and final reports on significant incidents.
  • The GSIC will provide Incident Response support to security managers and the CSIS Crisis Management Team. The GSIC will utilise approved mass-call solutions to provide instant notification of threats and response guidance to employees impacted by security and safety events.
  • The GSIC will execute the CSIS Traveler assistance program. This includes implementing travel risk management procedures to restricted destinations with guidance from the relevant security manager or Security Head of Cluster. This also includes monitoring travel to high-risk destinations and provide support and to account for travelers in the event of a disruptive safety events.

Responsibilities:

  • Lead Global Security and Intelligence Center operations inclusive of four key processes: CCTV/ alarm monitoring and response, disruptive and targeted threat intelligence monitoring and response, workplace violence program, and traveler assistance program.
  • Develop a framework for the interaction between GSICs, Regional and Local Control Rooms, Security Managers and the Intelligence and Crisis Management Anchors to ensure timely, clear and crisp escalation and coordination for security and crisis management response.
  • Ensure that GSICs and Control Rooms develop and implement globally consistent operating procedures for monitoring and response.
  • Provide CSIS Project Management and Technology (PM&T) with the business requirements and processes that need to be supported to enable PM&T to identify technology and systems to support the function of the GSIC.
  • Work with the Head of Risk and Controls and Transformation as well as to ensure all necessary approvals are in place for cross border data transfer and for data privacy considerations for all instances of the GSICs and Regional Control Rooms.
  • Develop Key Performance Indicators with guidance of the Security Policy and Governance Lead, the Intelligence Governance Lead, and the Head of Business Analytics and Data Governance to monitor the productivity and risk management of the GSICs.
  • Coordinate the development of appropriate training and establish oversight and supervision of the function commensurate with the criticality of the function, the distributed nature and round-the-clock nature of the operations.
  • Develop and implement guidance and governance around the engagement with local enforcement and government agencies in the various jurisdictions in which Citi operates.
  • Participate as a member of the CSIS Security and CSIS Intelligence Leadership Team forums. Actively engage with these forums and provide input to the development of the Citi Security and Safety Policy and Standards and the CSIS Security and Intelligence Anchors in general.
  • Source and manage GSIC vendors and monitor KPIs, vendor-employee performance and training.

Qualifications:

  • 15+ years of relevant experience, with at least 5 years in a leadership role.
  • Robust experience in security operations required.
  • Experience managing a Security Operations Center (SOC) or equivalent, including threat monitoring, incident response and real-time threat management.
