Your Specific Responsibilities:

 

This position is a grant funded position, if funding is discontinued, the position may be eliminated.  The duties and responsibilities of this position are those of program lead and management of the Healthy Start Program within the Department of Health in Marion County. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing their work, approving leave, and taking disciplinary action as appropriate.

     

The position is responsible for independently planning, administering, and implementing policies and procedures to be utilized in the Healthy Start program.  Additionally, will develop short- and long-range plans as well as implement new programs as directed.  Coordination with the community will be the incumbent’s responsibility by working with hospitals, physicians, businesses, schools, and the Healthy Start Coalition of North Central Florida.  The incumbent is the point of contact for the Healthy Start Program activities within Marion County, which includes, but is not limited to prenatal and postnatal screening, care coordination and enhanced services.

 

Evaluates the effectiveness of these programs.  Prepares reports and maintain records for these programs to meet local, district and state requirements.  Plans for future growth, program needs and training requirements, capital expenditures and other expenses.  Directs and evaluates the Quality Assurance Program for the Healthy Start Program.  Implements corrective action and programmatic changes as a result of QA process.  Oversees the care of the Healthy Start clients through chart review, QA studies and individual discussions with case managers.  Serves as the Healthy Start Information Security Custodian. 

 

As needed: Makes home and clinic visits to evaluate eligible High Risk Prenatal and Infant client needs and to assess and follow-up clients in the High-Risk Substance Exposed Newborn Program as needed.  Develops and completes a Family Support Plan during these visits identifying structural, financial, and personal barriers to getting needed health services.  Links clients with services in the community.  Works closely with DOH-Marion clinics, private health care providers and other community agencies in assuring clients medical/social needs are met.  Counsels eligible High Risk Prenatal clients in the home or clinic setting on importance of prenatal care, proper nutrition, and risk factors.  Counsel’s parents of eligible High-Risk Infants on importance of regular health screenings, growth and development, nutrition, immunization schedules and safety.  Documents services provided and maintains records and reports of services rendered.

 

Provides direct supervision of the Human Services Counselor II’s and Senior Clerks for the Healthy Start Programs. Evaluates and directs the performance of assigned staff daily by direct observation, and review of clinical records and reports.  Plans clinical sessions and work priorities for all assigned staff.  Assigns orients and instructs personnel in the performance of specific department activities as well as general policies, programs, and operating procedures. 

 

Responsible for program budget, reporting, and purchasing.  Communicates and coordinates with Budget Manager for budget monitoring. Ensures program budgets are managed with no more than 5% over or under at end of fiscal year.
