Job Description

Enterprise reporting leadership (cloud + on-prem) 

  • Lead development, maintenance, and enhancement of custom financial reports and executive dashboards, including mission-critical operational reporting across budgets, commitments, obligations, payments, collections, AR/AP, and workflow/approvals metrics. 
  • Build dashboards and data visualizations using Tableau (prototype, refine, publish), incorporating interactivity (actions/tooltips) to support what-if analysis, anomaly detection, and leadership “financial health” indicators. 
  • Author and optimize time-sensitive ad hoc reporting using Oracle SQL against the UFMS real-time operational data store (ODS), including advanced SQL techniques appropriate for complex enterprise datasets. 

Data analysis and cross-enterprise reconciliations 

  • Perform data analysis across major budgetary, accounting, and financial systems; identify anomalies, debug report errors, and reconcile financial data across JustGrants, ASAP, UFMS (and legacy grants financial data where needed). 
  • Research discrepancies, document root causes, and translate recurring failure patterns into clear requirements for system/reporting fixes. 
  • Build reusable grant reporting data marts and curated datasets that enable multi-perspective analysis and improve staff data literacy and interpretation. 

Cloud data lake reporting & governance 

  • Develop complex SQL queries/views in AWS Athena to support enterprise data marts; deploy reconciled SQL as views for daily publishing into the cloud governance/reporting layer, managing timing differences caused by once-daily refresh cycles. 
  • Maintain and publish curated datasets and dashboards in Tyler Socrata, including dataset assets, filtered views, charts, and story assets, integrating Tableau content (e.g., iFrames/workbooks) for cohesive user experience. 
  • Develop and refine DOJ-wide reports in JEDI-NG, working with pre-defined calcViews, iterating with stakeholders, and coordinating publishing with the host organization. 

Data dictionary, standards, and documentation 

  • Build and maintain a centralized data dictionary spanning UFMS and ASAP; define business rules for financial, budgetary, and grants variables; implement reusable metadata standards and naming conventions to improve reconciliation transparency and organizational data literacy. 
  • Create clear technical documentation for report logic, data lineage, and reconciliation approach so products remain maintainable and audit-defensible. 

MS Access reporting and rapid-turnaround data calls 

  • Develop professional, reconciled ad hoc reports using MS Access with heavy ODBC linkage/imports (Oracle tables, text, Excel, and Access sources), iterating incrementally with requestors (FOIA, program offices, leadership, auditors, Congress) to meet urgency and formatting expectations. 
  • Use Access queries to stage, scrub, and reconcile data; format final outputs with appropriate headings/totals; apply VBA for advanced presentation when needed. 

Internal controls and audit enablement (supporting) 

  • Apply enterprise data and process knowledge to strengthen data quality and control monitoring through reporting and automation, supporting management insight into the health of operations and systems. 

Qualifications

  • Education: Master’s degree in Accounting, Business Administration, or similar discipline; or Bachelor’s degree plus 8 years of recent federal accounting system analysis/reporting experience (substitution). 
  • Experience: Minimum 10 years of recent federal financial systems support experience, including medium-to-complex enterprise reporting technology and development lifecycle work. 
  • Technical Expertise: Strong skills in Oracle SQL Developer, MS Access, and MS Excel; ability to reconcile subsidiary data to USSGL and leverage ODBC connectivity to enterprise Oracle databases for reconciled reporting outputs.
