CURRENT VACANCY INFORMATION

The Department of Corrections has an opening for a Public Service Manager II – Director Medical Services, located within the Department’s Central Office in Augusta, Maine.    This position is open to current Maine DOC employees who wish to apply only.  Statewide travel is required. JOB DESCRIPTION The Department of Corrections is looking for a professional nurse who is a dedicated business partner ensuring that Department initiatives follow policy and delivery of care. The primary purpose of the position will be to perform professional services work of a managerial nature involving medical services, policy development, and program administration in directing the Department of Correction's medical services on a statewide basis. Responsibilities will include directing, coordinating, and overseeing medical services operations and associated budget activities; identifying and solving program problems; managing service contracts (medical/dental); evaluating risk to determine necessary health promotions to prevent the spread of infectious disease; approving the discharge of medication, medical placement (e.g. Supervisory Community Confinement Programs (SCCP)), continuation of medical treatment, and emergency response actions related to infectious disease management; conducting formal audits and evaluating results to determine compliance with laws, rules, policies, and procedures inclusive of the American Correctional Association (ACA) accreditation standards and Continuous Quality Improvement (CQI) objectives. Additionally, this position represents the agency in grievance resolution matters, testifies before the Legislature, and exercises substantial oversight of contracted staff.   

 

KNOWLEDGES, SKILLS AND ABILITIES REQUIRED

  • Ability to manage multiple medical issues simultaneously within 7 correctional facilities.
  • Knowledge of medical and security staff interplay.
  • Extensive medical/ surgical/correctional nursing experience, knowledge of pharmaceuticals.
  • Ability to act as liaison between MDOC/contracted medical/dental services vendor (Wellpath) and other state agencies.
  • Must have excellent written communication skills and above average oral communication skills.
  • Ability to be On-Call 24 hours a day, seven days per week to manage correctional medical issues.
  • Knowledge of nursing scope of practice and nursing standards. Knowledge of ACA healthcare standards.
  • Knowledge of medical contract deliverables. Ability to give direction, advice and information to Associate Commissioner, Deputy Commissioner and Commissioner regarding pertinent correctional healthcare matters.
  • Solid knowledge of all MDOC Chapter 18 and Chapter 13 Healthcare Policies and clinical expertise for revisions to said policy and procedure as necessary, and development of new healthcare policy and procedure as necessary.
  • Ability to maintain certification as a Licensed Registered Nurse

 

MINIMUM QUALIFICATIONS

A Bachelor’s Degree in Nursing or related field and three (3) years’ nursing experience -OR- graduation from an accredited school of nursing and five (5) years’ experience as a professional nurse.  Experience must include one (1) year supervisory experience in the nursing field.

 

LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS 

A license as a Registered Nurse as issued by the Maine State Board of Nursing
