Under the direct supervision of the Health Department Manager is directly responsible for oversight of management support functions in a Health Department, including management of facilities (maintenance / renovations); purchasing of supplies and equipment to include accurate inventory controls; medical records (paper and digital); appointment scheduling; billing and collection of third-party revenues, clinic receipts and deposits to include bank deposits made according to agency policy; custodial worker(s); mail distribution; and general support to all staff assigned to a health department.

* Clinical Administrative Services, Performance Improvement, and Customer Service:
Supports daily administrative operations, including staffing coordination, training, performance input, customer service standards, and policy compliance. Assists with audits, data reporting, Information Technology (IT) requests, supply needs, and client complaint resolution. Participates in meetings, outreach, and may supervise medical records staff.

* Facility Management:
Oversees daily facility functions such as opening/closing, supplies, maintenance coordination, safety drills, emergency procedures, deposits, and mail processes. Ensures a safe work environment, supports vendor and maintenance requests, and assists with switchboard coverage.

* Medical Records, Reception, and Switchboard:
Supervises medical records operations, ensuring proper documentation, archiving, and transfer processes. Oversees reception, client check-in, appointment scheduling, and resource referrals. Ensures accurate call routing and reception coverage.

* Public Health Preparedness and Emergency Response:
Provides administrative support during emergencies, including shelters, Point of Distribution (POD), Emergency Operations Center (EOC), and outbreak response. Manages Potassium Iodide (KI) inventory at the health department level.

* Direct Clinic Services:
Delivers administrative support across clinic programs such as Public Health, Immunizations, Maternal Child Health (MCH), Women, Infants and Children (WIC), and Medical Records, assisting clients both on-site and remotely.

* Other Duties:
Manages fleet vehicles, room reservations, inventories, Memorandum of Agreement (MOA), and Vaccines for Children (VFC) support. Participates in community meetings and outreach. Serves as backup for safety coordination, privacy concerns, and facility leadership. Oversees shredding, pest control, and wellness screenings.

Examples of duties

State Minimum Requirements: A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for the related work experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Qualifications

One (1) year of supervisory experience.
One (1) year of experience with Medicaid, Medicare, or other third-party insurance billing.
